Bid must be accompanied by a Bid guaranty which shall not be less than ten percent (10%) of the amount of the Bid. Bid guaranty may be a cashier's check, money order, certified bank check, or a surety bond. All guaranties, except surety bonds, will be deposited and reimbursement checks and surety bonds will be issued to unsuccessful bidders following the bid award. The successful bidder will be required to provide Performance and Payment Bonds in the amount equal to 100% of the contract price, within ten (10) business days after the bid award. Withdrawal of Bid Bids may be withdrawn through the City's e-Procurement Portal, the responding firm may "unsubmit" their bid in online. After withdrawing a previously submitted bid, the responding firm may submit another bid at any time up to the deadline for submitting bids prior to the bid opening. Except as otherwise provided by regulation, all decisions to permit the correction or withdrawal of bids following the bid opening, or to cancel awards or contracts based on bid mistakes, will be submitted in writing and will be supported by a written determination made by the Procurement Manager. The City of Bloomington reserves the right to reject any and all bids and to waive technicalities.
