2025 Infrastructure Improvement Plan and Development Fee Update Introduction The City of Somerton is seeking proposals from qualified firms to update its Infrastructure Improvement Plan (IIP) and associated development fees. The update will include comprehensive evaluations of Water Facilities, Wastewater Facilities, Public Safety Facilities, Parks and Recreation Facilities, and Transportation Facilities. This project aims to ensure compliance with state and local laws, address current and future infrastructure needs, and establish equitable development fees that reflect growth projections and community priorities. The City of Somerton requires that the IIP and Development Fee update be completed in its entirety, and adopted by the City Council no later than June 30, 2025. If not possible, project must be fully invoiced and substantially completed to no less than 95%. Location: City of Somerton, Yuma County, Arizona Scope of Work The selected consultant will be responsible for the following: A. Infrastructure Improvement Plan Update: Assess existing infrastructure and review prior IIP documents. Identify current deficiencies and future infrastructure needs for Water, Wastewater, Public Safety, Parks and Recreation, and Transportation facilities. Incorporate growth projections, capital improvement plans, and other relevant data. B. Development Fee Update: Develop updated methodologies for calculating impact and development fees, ensuring compliance with Arizona regulations. Allocate costs equitably among new developments based on projected demands. Prepare a draft fee schedule, including detailed calculations and supporting documentation. C. Stakeholder Engagement: Facilitate public meetings, workshops, and stakeholder interviews to gather input and address concerns. Provide clear and concise communication to City council, staff, and the public. D. Final Reports and Adoption Assistance: Deliver a final IIP and development fee report summarizing methodologies, findings, and recommendations. Assist with ordinance preparation and provide presentations to the City Council as needed.
