Each bid (proposal) must contain the full name of the party or parties making same and all persons interested therein. Proposals shall be submitted through the Bid Express website Online using the electronic forms furnished by the City and must be fully completed and electronically endorsed by the bidder. Bids must be accompanied by a bid bond equal to or exceeding FIVE PERCENT (5%) OF THE TOTAL BID AMOUNT, INCLUDING ALL ADD ALTERNATES, as a guarantee that, if the proposal is accepted, the bidder will enter into a contract as proposed. The bid bond shall be in the form prescribed by the City (marked A) and executed by the bidder and an authorized surety, guaranty, or trust company or companies. Within ten (10) days after a proposal is accepted, the bidder whose proposal was accepted shall enter into a contract in the form hereto attached and give bond in the sum equal to the approved cost. The bond shall be in the form prescribed by the City (marked "B") and executed by the bidder and an authorized surety, guaranty, or trust company or companies; the bidder shall also submit proof of the required insurance and any other document(s) required by the City of Kettering. PREQUALIFICATION: Only ODOT pre-qualified contractors are eligible to submit bids for this Project. Pre-qualification status for the work to be performed must be in force at the time of bid submission, at the time of award, and through the life of the construction contract. Subcontractors are not subject to the prequalification requirement. The "prime" contractor must perform no less than thirty percent (30%)of the total original contract price. The City of Kettering reserves the right to hold all bids for sixty (60) days unless extended by the City; or unless, within forty-eight (48) hours prior to the published time for the opening of bids, excluding Saturdays, Sundays, and legal holidays, any modification of the plans or specifications for the project for which bids are solicited is issued through Bid Express or mailed or otherwise furnished to persons who have obtained plans or specifications for the project, for which the time for opening of bids shall be extended one (1) week, and to reject any and all bids.
