Reference Number 0000373985 Job Location: Avon CO The Town of Avon (the "Town") is requesting statements of qualifications to provide construction project management and materials testing for a Revitalizing Main Streets Grant funded project for US 6. This contract will be for construction project management and construction materials testing services. All proposals must be submitted and received by Town no later than 5:00 P.M. (MDT) on Friday, February 14, 2025 (the "Submission Deadline"). Each qualified contractor submitting a proposal pursuant to this RFQ is hereafter referred to as a "Offeror" and all such qualified contractors are collectively hereafter referred to as "Offerors." Proposals submitted by Offerors pursuant to this RFQ are hereafter referred to as "Proposals" and each is referred to as a "Proposal." This Request for Qualifications ("RFQ") provides the specifications and requirements for prospective applicants to provide qualifications for construction project management and materials testing services for the project. This project is funded through the Revitalize Main Street (RMS-State) grant and the Multi-Modal Opportunity Fund (MMOF-State) grant. The project will construct landscaped medians on US6 Highway from W. Beaver Creek Blvd to Post Blvd and install a traffic signal on US6 at Stonebridge Dr. The landscaped medians and traffic signal will traffic-calm the corridor and enable the addition of the River Edge Crossing, the Eaglebend Crossing, and Mountain Stream Crossings. Actuated Rectangular Rapid-Flashing Beacons will be installed at all the pedestrian crossings to enhance the visibility of the crosswalks. Pedestrian refuge islands and overhead lighting will be installed to provide additional safety measures. The new landscaped medians will include upgraded drainage features that more effectively control stormwater and reduce the safety risks to both vehicles and pedestrians. The absence of pedestrian crossings on US 6 has been a safety concern for Avon citizens and Avon Town Council for numerous years. US 6 is a major transit route for ECO Transit and bus stops are located on both sides of the local highway. CDOT, ECO Transit, and Avon staff have evaluated the situation, on 4/18/2021, a joint Council meeting with Legislators, Eagle County, ECO Transit, CDOT, and Eagle-Vail Metro District concluded a regional solution is necessary to promote Safety for Transit Users and Pedestrians. The joint application (CDOT, Eagle County, and Town of Avon) received a $2M Revitalize Main Street Grant in 2022. In 2023, the project garnered $1M CDOT Multimodal Transportation and Mitigation (MMOF) grant funds and in 2025, the project garnered an additional $2M from the MMOF program. US6 Highway lacks pedestrian crossings in the project area and this section of US6 Highway has seen two fatalities in the last three years. This regional project will improve safety for transit users and enhance pedestrian mobility. US6 is a major transit corridor, there are four pairs of CORE Transit bus stops on US6 between W. Beavercreek Blvd and Post Blvd without pedestrian crossings. The project will improve and enhance safety for the most vulnerable roadway users, transit users and pedestrians. Transit users and pedestrians currently must dod ge traffic on US6 and cross several lanes of traffic to access bus stops. The project will help reduce crashes on our transportation system. The project benefits many high-density residential units, low-income, and section 8 housing on the corridor. River Edge Apartments houses many Service workers. Eaglebend Apartment is low-income housing while Riverview Apts is Eagle County's section 8 housing. Other high-density communities include Sun River, Mountain Stream, River Forge, and River Oaks. Design is on schedule to go to Ad at the end of Feb 2025 with Construction beginning in May/June 2025.
