Anderson Water Line Upgrade All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect This project shall consist of the Contractor furnishing all of the tools, labor, equipment, and materials necessary to remove 500 LF of curb & gutter and 150 SY of concrete, 4 hydrants, and install 15 water main valves, 900 LF of 8" water main pipe, 2800 LF of 12" water main pipe, 15 water service lines, 10 hydrants, 8 inlet box frame & grate only, 500 LF of curb & gutter, 150 SY of concrete sidewalk, 40 LF of pipe boring & jacking, and any additional items specifically defined in the Bid Documents. The Owner will also consider whether the bidder is a responsible bidder. Before a contract will be awarded for work contemplated herein, the Owner will conduct such investigation as is necessary to determine the performance record and ability of the apparent low Bidder to perform the size and type of work specified under this Contract. Upon request, the bidder shall submit such information as deemed necessary by the Owner to evaluate the Bidder's qualifications. All bids must be signed and accompanied by evidence of authority to sign . Bids must be accompanied by Bid Security in the form of a bid bond, certified check, cashier's check or cash in the amount of 5% of the amount of the bid proposal. Said bid security shall be forfeited to the City of Idaho Falls as liquidated damages should the successful bidder fail to enter into a contract in accordance with their proposal as specified in the Instructions to Bidders. The City of Idaho Falls reserves the right to reject any or all proposals, waive any nonmaterial irregularities in the bids received, and to accept the proposal deemed most advantageous to the best interest of the City of Idaho Falls.
