Site work, paving and renovation of a mixed-use development in Streamwood, Illinois. Completed plans call civil work for a sidewalk / parking lot and water / sewer project.
Prequalification: State of Illinois, Department of Transportation, Contractor Pre-Qualification and Subcontractor Pre-Qualification/Registration is required. This project is being financed, in part, with funds from the Illinois Department of Commerce and Economic Opportunity (DCEO). Project shall maintain compliance with the BEP Utilization Plan and shall comply with all reporting requirements. Responsible bidders must contract a minimum of 28% of the project or grant contract value to firms certified as MBE, WMBE, WBE, and or WMBE. There is no specific percentage per individual minority or female certified vendors but rather an overall percentage. The goal of the Illinois Apprenticeship Initiative is that apprentices will perform either 10% of the total labour hours actually worked in each prevailing wage classification or 10% of the estimated labour hours in each prevailing wage classification, whichever is less. All bidders must submit with their bid, a resume of three (3) similar projects performed; enumerated as to location, type of work, approximate completion date, and contact information for the Owner, supervising engineering, or architectural firm. Any bid submitted that fails to comply with this provision may be cause for rejection. The Owner reserves the right to accept or reject any bid, to award all or part of a Contract, and to make such awards as are in the best interests of the District. Any such decision shall be considered final. Factors other than price which will be considered in awarding or rejecting bids shall include the results of reference Contracts, and the ability of the bidder to satisfactorily perform the work proposed in accordance with the Contract Documents. The work for which proposals are invited will consist of, in general, but shall not be limited to, the following: This project involves the removal of the existing sidewalk and HMA pavement; earth excavation; installation of new PCC pavement and HMA pathways; temporary tree protection measures; site landscape restoration; storm sewer installation; sanitary sewer installation; water main installation; installation of new PCC sidewalk; installation of new permeable pavers; volume control basin installation; and other associated work. Bid security in the form of a Bid Bond, Bank Cashier's Check or Certified Check in the amount of ten (10) percent of the total bid made payable to Streamwood Park District shall accompany the bid. The Contractor shall commence the work to be performed under this contract, 10 days following the execution of the contract. The work shall be prosecuted in such a manner and with such a supply of materials, equipment and labor as considered necessary to ensure its completion according to the time specified in the contract. The anticipated start date for this project is Monday, March 17, 2025. Regardless of the actual start date, all work shall be completed including punch list items and landscape restoration by Friday, June 13, 2025. No work shall commence until all applicable permit requirements are fulfilled. In case of failure to complete the work on time by the completion date, the provisions of Article 108.09 of the Standard Specifications shall apply. Submission of a bid shall be conclusive assurance and warrant the bidder has examined the plans and understands all requirements for the performance of the work. The bidder will be responsible for all errors in the proposal resulting from failure or neglect to conduct an in-depth examination. The Park District will, in no case, be responsible for any costs, expenses, losses or changes in anticipated profits resulting from such failure or neglect of the bidder. The bidder shall take no advantage of any error or omission in the proposal and advertised contract. Permission will be given to a bidder to withdraw a proposal if the bidder makes the request in writing before the time for opening proposals.
