As of September 4, 2025, this project is in the design phase. A timeline for construction has not yet been established. *Previous solicitation listed below for reference:* The County of Carteret hereby solicits and is inviting interested and qualified firms to submit statements of qualifications for professional architectural/engineering services. Firms must be licensed to practice architectural services in the State of North Carolina and shall be experienced in the planning, design, and renovation of a public building, sheriff's department, jail, and public safety complex. The services solicited by this Request for Qualifications (RFQ) will include a full range of basic and specialty professional services as outlined in the scope of services. The selected firm shall be responsible for the planning, schematic design, design development, construction documents, bidding, and construction administration for the municipal complex. The jail design will accommodate 350-400 beds. The firm will work with an owner design committee which shall include the County Manager, Deputy County Manager, Sheriff, Maintenance Director, and Purchasing Agent. The County Manager shall have final approval on all decisions relative to this project. The firm shall be responsible for preparing and updating budget cost estimated for all phases of the project including such items as site prep, technology, professional fees, contingency cost and all other relative cost associated with the project. The firm shall also provide a timeline of implementation and completion of the project. The firm shall be prepared to meet as required to receive input and/pr provide updates. If this project, or any portion thereof, is approved to move to full design, the county may choose to move into full design services with the selected firm for any or all portions of the project. This would include 100% Architectural, Structural, Plumbing, Mechanical, Electrical, and Civic site and/or facilities design. It is expected that the firm would present the Carteret County Jail, Sheriff's Office and Public Safety Complex masterplan to the County Commissioners for review, revisions as necessary, and potential adoption. A notice of contract award is anticipated by the June 16, 2025.
