Contract, if awarded, will be on a stipulated sum basis. Bids may not be withdrawn for a period of sixty (60) days after the date of receipt of bids. Bids shall be accompanied by a bid bond payable to Newton County Board of Education in an amount equal to five percent of the base bid (Certified Checks NOT Acceptable). Performance Bond and Labor and Material Payment Bond, each amount equal to 100 percent of the contract sum, will be required of the successful bidder. These bonds shall be executed by a Surety Company licensed to do business in the State of Georgia, be listed on "Department of The Treasury Circular 570" and have an A. M. Best Company rating of at least Class "A", with a Financial Size of VI or better. Bonds must be accompanied by letter stating company's current rating for verification prior to acceptance by the Owner and execution of the formal Owner/Contractor agreement. The Owner will make progress payments to the successful contractor upon receipt of request for payment having been certified by the Architect as fully covered and shown in Contract Documents. Bid deposits are non-refundable. The Owner reserves the right to reject any and all bids, to waive any informalities in bidding, and to award a contract for any part of the work, or the job as a whole. Test cuts indicate the following: 1. Roof Areas A and B: The existing roof assembly consists of a gravel-surfaced built-up roof (BUR), hot-mopped perlite insulation, hot-mopped tapered polyisocyanurate insulation, and a metal roof deck. 2. Gymnasium: The existing roof assembly consists of a trapezoidal standing seam metal roof over steel purlins. 3. Roof Area C: The existing roof assembly consists of a granular-surfaced modified bitumen membrane, hot-mopped perlite insulation, hot-mopped tapered polyisocyanurate insulation, and a flat Tectum roof deck. C. Base bid scope of work items. 1. All areas identified as containing wet insulation materials shall be removed as required. Removal shall continue beyond identified areas until all wet materials are removed. 2. At Roof Areas A and B, remove existing loose granules and roof blisters at the existing modified bitumen roof membrane. Clean and prepare the roof surface to receive the new adhered recover PVC roof system. 3. At Gymnasium, clean and prepare existing metal roofing to receive the new PVC roof retrofit system.
