The City of Thomasville (hereafter referred to as "the City") is seeking Requests for Qualifications (RFQ) from qualified firms or teams to develop a comprehensive plan for the upgrade and enhancement of PACE Park, located in the historic downtown of Thomasville, NC. This project aims to improve the park's aesthetics, functionality, and accessibility, while creating an inviting, community-oriented space. The general scope of work includes, but is not limited to, the following: o Removal or Repurposing existing surfaces, site features, and utilities o Installation of decorative pavers, concrete, and asphalt paving o Traffic striping o Stormwater drainage improvements o Light installation and decorative walkways o Underground electrical work. The City intends to contract with a qualified consultant or team to develop a detailed plan for the improvement of PACE Park. This RFQ aims to identify a firm capable of leading the project from the planning phase through to the development of construction documents. The selected firm will be responsible for the following professional services: o Development of a project schedule o Estimation of construction costs o Creation of schematic designs and renderings aligned with the City's vision for the park o Preparation of preliminary and final design drawings and specifications o Preparation of bidding documents. A designated Thomasville representative will request the Thomasville City Council's authorization to negotiate and execute a contract with the preferred Consultant. If after discussion and negotiation, the parties do not agree on a mutually acceptable fee, designated Thomasville representative will terminate negotiations with the selected Consultant, and at its sole discretion, enter into negotiations with the alternate firm. The City reserves the right to withhold the award for any reason, elect not to proceed with any of the respondents, modify the scope of the work, or re-solicit RFQs. The City of Thomasville reserves the right to reject any or all qualification packages received, and to waive any irregularities or information in the evaluation process. The final selection is the sole decision of the City of Thomasville, and the respondents to this formal request have no appeal rights or procedures guaranteed to them. The City reserves the right to award additional work and contracts for future phases of the final design, construction documents and construction administration to the team that completes the feasibility study and schematic design, or to one or more of the finalist teams selected in the initial selection process.
