The City of DeSoto seeks proposal submittals from experienced firms for the provision of Disaster Debris Monitoring and Consulting Services, in City of DeSoto, Texas, immediately after a tornado, flooding event or other natural or man-made disaster. The objective of the RFP and subsequent contracting activity is to secure the services of a capable and experienced Contractor who is capable of efficiently monitoring the removal of large volumes of disaster-generated waste from a large area in a timely and cost-effective manner. The City intends to enter a contract with one Primary Monitoring Contractor and possibly a Secondary and Tertiary Monitoring Contractor who may utilize both local and non-local resources to provide services in the event of activation by the City following a tornado, flood or other natural or man-made disaster. The Secondary and Tertiary Monitoring Contractors may be selected to provide differing elements or levels of scope of work in accordance with the capabilities and extent of involvement each respondent proposes. The Monitoring Contractor will be expected to have an initial management team mobilized to City of DeSoto within 18-24 hours of receipt of the Notice to Proceed and to have mobilized all appropriate equipment and personnel to the City of DeSoto area within 48 hours of receipt of the Notice to Proceed. Written questions regarding this RFP must be received by the Purchasing Office no later than March 7, 2025 at 5pm (CST). Questions may then be responded to by written amendment to this document. Oral statements or instructions shall not constitute an amendment to the RFP. QUESTIONS SHALL BE DIRECTED TO: Procurement@desototexas.gov. The period of the contract will be for a term of twelve (12) months and the option to extend for up to four (4) years (the actual term will be determined on the basis of the City's overall disaster recovery program development) with an annual recertification and price adjustment. The project is referred to as the Disaster Debris Monitoring Contract in the following sections of this RFP.
