Site work and paving for a mixed-use development in Cedarburg, Wisconsin. Completed plans call for site work for a road / highway; for paving for a road / highway; and sidewalk / parking lot.

The following are approximate quantities of some of the items that will be included in the bid. Final items and estimated quantities will be listed in the bid schedule: Mobilization 1 LS 1" Private Water Service - Open Cut (Approximately 10 parcels) 300 LF 1" Private water Service - Trenchless (Approximately 150 parcels) 4500 LF Curb Stop Valve (As required) 20 EA Curb Stop Box (As Required) 20 EA Reconnect to Interior Water Distribution 162 EA Additional Interior Plumbing 200 LF Finished Basement Restoration 10 EA Bed Rock Excavation 100 LF 2" Thick, 24" Wide Foam Insulation 300 LF Remove & Replace Curb & Gutter 100 LF Remove & Replace Concrete Sidewalk (5") 2000 SF Lawn & Landscape Restoration 2500 SY Spot Relay Sanitary Lateral - up to 5 LF 10 EA Relay Sanitary Lateral - 6LF to 30 LF 10 EA Pre and Post Sanitary Televising 160 EA This is a unit price contract. The estimated quantities as indicated above and on the Bid Schedule are inserted only for the purpose of determining the low bidder and may not be the final quantities. The Contract letting shall be subject to the provisions of Sections 62.15, 66.0901, and 66.0903 of the Wisconsin Statutes. All bids must be submitted electronically, and all bids shall be accompanied by Bid Security in the form of a Bid Bond, certified check, or cashierscheck made payable to the City of Cedarburg in an amount of five (5) percent of the Bidder's maximum Bid price. If the successful bidder fails to execute the contract and furnish the required bonds within 15 days after the Award, the Bid Security shall be forfeited to the City of Cedarburg as liquidated damages. Bids shall be submitted on the electronic bid form provided, and all required blanks must be filled in for the bid to be accepted. No bid may be withdrawn for a period of 45 days from the date of the bid opening. The City of Cedarburg will be utilizing Safe Drinking Water Loan Program (SDWLP) funding, administered by the WDNR, for all private side Lead Service Lateral replacement costs. The following requirements apply: A Davis-Bacon: The work for this project is subject to the Davis-Bacon and Related Acts (DBRA) compliance provisions. The contractor shall use the most recent Prevailing Wage Rate shown in the DavisBacon Wage Rate Tables issued by the U.S. Department of Labor Wage & Hour Division. The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which required that all laborers and mechanics employed by contractors and sub-contractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wages rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. Disadvantaged Business Enterprise (DBE) Program contractors, including MBE's and WBE's, are encouraged to submit bid proposals. If any subcontracting is done, the prime contractor must make a Good Faith Effort to solicit bids from qualified DBE firms, including MBEs & WBEs. Prior to the award the City will be reviewing the Contractorís submittals in order to meet the qualifications under minorityowned or woman-owned business; the DBE contact worksheet in the appendix must be filled out. In addition, the City encourages MBE's and WBE's to submit Bid Proposals. For typical Clean Water Fund Program (CWFP) & Safe Drinking Water Loan Program (SDWLP) projects designated as federal equivalency, the vast majority of purchased items will now be covered, including many products that have not been in the past; so almost everything but cement, concrete, stone, sand, gravel, and dirt. The contractor will be required to provide documentation to the City certifying that all products met this requirement. In case the successful bidder fails to execute such contract and provide the required bonds and insurance certificate within the time specified, the amount of the check or bid bond shall be forfeited to the City as liquidated damages. The City of Cedarburg has the right to reject any and/or all bids received, to waive any minor defects or irregularities that may be found in the bids, and to accept the bid that is in the best interest of the City. Bidder awarded a contract for the work shall be required to furnish a Performance Bond and a Payment Bond in the full amount of the contract price. Est.
