Renovation of a detention facility in Bellevue, Washington. Completed plans call for the renovation of a 136,121-square-foot, four-story above grade detention facility.

Project Description: The BCCA is a 136,00(5 square foot convention center in the downtown district of Bellevue. The building was constructed in 1993 and holds a 36,000 square foot exhibition hall, a 12,000 square foot meeting room, a 410-seat performing arts theater, and 434 parking stalls. In 2009, a 2,500 square foot executive center was added for corporate meetings, conventions, events, and trade shows. There is approximately 80,000 total square footage of roofs, broken into 17 different areas. The BCCA. is seeking a contractor to remove and legally dispose of the existing roofing assembly and install new vapor harrier, continuous polyiso insulation, coverboard, and 60-mil fleecebacked PVC roofing membrane, as indicated in the Construction Documents titled "Bid Set" and dated February 6, 2025. Estimate: $750,000 - $1,000,000 This project is expected to be complete by August 31, 2025. gust 31, 2025. The scope is broken into different two different roofsections, with approximately 30,600 square feet of roofing (Roof 10) included in the base scope and an 850 square feet roof (Roof 10a) listed as an a lternative bid., Estimate: $750.000 - $1,000,000 *The value for this project is based on a financial range. Nate Brown, CBO Director of Facilities (425) 450-3745 nbrown@meydenbauer.com. BidderResponsibility Criteria: It is the intent of the BCCA to award a contract to the low responsible bidder. Before award, the bidder must meet, the following bidder responsibility criteria to be considered a responsible bidder. The bidder may be required by the BCCA to submit documentation demonstrating compliance with the criteria.. The bidder must: Have a current certificate of registration as a contractor in compliance with chapter 1.8.27 RCW, which must have been in effect at the time of bid submittal: (b)Have a current Washington Unified Business Identifier (UBI) number; (c) If applicable: i Have Industrial Insurance coverage (workers' compensation) coverage for the bidder's employees working in Washington as required in Title 51 RCW: ii. Have an employment security department number as required in Title 50 RCW; and iii. Have a Washington Department of Revenue state excise tax registration number as required in Title 82 RCW; Not be disqualified from bidding on any public works contract under RCW 39.06.010 or 39.12.065(3); The public works contractor must verily responsibility criteria for each first tier subcontractor, and a subcontractor of any tier that hires other subcontractors must verify responsibility criteria for each of its subcontractors. Modifications to Supplemental Bidder Criteria: Potential bidders may request Modifications to BCCA's supplemental criteria by submitting a written request no later than 4:00pm on Friday, February 14, 2025. Requests must include justification for why certain criteria should be modified. Requests received after this date and time will not be considered. Requests may be submitted via postal mail or sent via email to the addresses identified for the submission ofthe proposal. BCCA will respond to a timely submitting request prior to the bid submission deadline. Changes to supplemental criteria, if warranted, will be issued by addendum to the solicitation documents for the attention of all prospective bidders. Signature: A bid by a corporation or company shall include the printed name of the corporation or company, the printed name and title and the signature of the President, Secretary, or other officer authorized to bind the corporation or company. A bid by a firm shall include the printed firm name and member or agent name. Any person signing the proposal, as an agent for another or others must also file legal evidence of his authority to do so. The business mailing address and telephone number must be provided. Conflicts of Interest: Proposals must be prepared without the assistance of any officer or other person employed by or connected m any manner with the BCCA. The Bidder must not have a direct or indirect pecuniary or proprietary interest, and the Bidder shall not acquire any such interest, which conflicts in any manner or degree with the work, services or materials required to be performed under a contract which may result from this bid. Examination of Site & Conditions: The contractor, by filing a bid, acknowledges that he has examined or has had the opportunity but knowingly declined to examine, the premises and site so as to compare them with the drawings and specifications, and to have satisfied himself as to the facilities and difficulties attending the execution of the proposed contract (including local conditions, uncertainty of weather and all other contingencies) before the delivery of his proposal, and no allowance shall be subsequently made on behalf of the Contractor by reason of any error or neglect on his part. Withdrawal of Proposal: Proposals may only be withdrawn by written and signed request and only if such request is received prior to the opening ofthe bids. No bid will be received or considered after the time set for the opening of the bids. Performance & Payment Bonds: Both a Performance and Payment Bond shall be required on contracts. For contracts of one hundred fifty thousand dollars or less, at the option of the Contractor, the Authority, in lieu ofthe bond, may retain 10% ofthe contract amount (Chapter 39.08 RCW). Insurance: The Contractor shall procure and maintain in ll force throughout the duration of the Agreement comprehensive general liability insurance with a minimum coverage of $1,000,000 per occurrence/$2,00(),00() aggregate for personal injury and property damage. Said policy shall name the BCCA as an additional insured and shall include a provision prohibiting cancellation or reduction in the amount of said policy except upon thirty (30) days prior written notice to the BCCA. The Contractor shall procure and maintain automobile liability insurance with a minimum combined single limit for bodily injury and property damage of $1,000,000 per accident. The automobile liability insurance shall cover all owned, non-owned, hired and leased vehicles. Prevailing Wage: Payment of Prevailing Wage is required for this project. It is the sole responsibility of the Contractor to assign the appropriate classifications to all laborers, workmen or mechanics that will perforin any work pursuant to any Public Works Contract and to ascertain the applicable prevailing wage rates and fringe benefits for each such classification. Current prevailing wage data can be obtained by the Contractor from the Industrial Statistician of the Department of Labor and Industries, Prevailing Wage Office, P.O.
