DeSoto County Board of County Commission is requesting qualifications from qualified individuals or firms to provide Grant Engineering and Architectural services for the County's Community Development Block Grant - CDBG Covid (CDBG-CV) contract number 22CV-S02. in the amount of $1,020,000.00. The awarded project will be utilized to construct "Tiny Home" transitional housing and necessary infrastructure to serve homeless individuals in DeSoto County. The Engineering will involve preliminary evaluation of the infrastructural needs of the project site, Design, Permitting, Bidding and Inspection Services for the construction of the necessary infrastructure, the Tiny Homes, including floodplain assessment, and design elements that address elevation of the homes and structures to proper heights and addresses handicap accessibility within DeSoto County, Florida. Grant Architectural, Structural Engineering, and or Civil Engineering services shall include the following Scope of Work for this Request for Qualifications for Engineering/Architectural Services Project Design o Work with the County to complete a Preliminary Evaluation for establishing Engineering Design Approach of Construction Scope, including elements addressing compliance with construction in the 100-year floodplain, and the incorporation of handicap accessibility, o Complete or have completed any Necessary Surveys, Geo-Technical, (if applicable), o Work with the County and the Grant Administrator to insert the required CDBG required items into the specifications, and o Design, Prepare and Deliver Signed and Sealed Bid Documents (Plans and Specifications and Solicitation Advertisement) to the County. Bidding Services o Coordinate, Attend and Participate in Pre-Bid Meeting (if applicable), o Prepare and Distribute any Addendums to Attendees of the Pre-Bid Meeting and other Parties that have inquired about the Invitation to Bid, o Prepare and submit necessary project permits to the applicable agencies, o Review Bid Proposals for Accuracy, o Make Recommendation of Award to the County, o Prepare Notice of Award and Submit to the County, o Coordinate, Attend and Participate in Pre-Construction Meeting. Construction Engineering and Inspection Services o Inspect the Construction Site Weekly, o Prepare and provide the County, Grant Administrator and FloridaCommerce with monthly updates, o Participate in person or telephonically in monitoring visits and meetings, as needed, o Make revisions as necessary to drawings to address unforeseen issues, o Work with the Construction Contractor and the County on any necessary Change Orders, o Co-Execute any necessary Change Orders, o Review and approval of Construction Contractor Pay Requests, o Conduct Semi-Final Inspection(s) of the Construction Work at Substantial Completion, o Prepare and deliver Punch list to the Construction Contractor, County, and Grant Administrator, o Prepare and deliver Certification of Completion to the Construction Contractor, County, and Grant Administrator, and o If not included in the Construction Contract, prepare and provide the County with As-Built Drawings o Provide the Grant Administrator, managing the project, with developmental support for the project.
