Engineer's Estimate: $710,000. If the project is estimated at or above one million dollars, a mandatory 15 percent Apprentice labor hours of the total labor hours are a requirement of this contract. The Apprenticeship Utilization Requirements are identified in Section 00100 Instructions To Bidder. Bidders may contact the Department of Labor & Industries, Apprenticeship Programs. Minority and Women's Business Enterprises (MWBE) are encouraged to participate in the bidding as prime contractors, subcontractors, or suppliers. Bid Guarantee: For bids of $35,000 or less, no bid guarantee is required. Bids greater than $35,000 shall be accompanied by a certified check, cashier's check, or bid bond payable to the Washington Department of Fish and Wildlife in an amount equal to at least five-percent of the bid as evidence of good faith and as a guarantee that, if awarded the Contract, the bidder will execute the Contract and give separate bond as required, see Section 00702.06. SUMMARY OF WORK Provide all labor, material, equipment, and miscellaneous items necessary and incidental to construct all features for the Marblemount Pipeline Replacement Project to excavate and replace a 24-inch pipeline that supplies concrete rearing ponds from the Clark Creek and a 36-inch pipeline that supplies concrete rearing ponds from the Cascade River. Project Includes: 1. On-site work may begin no earlier than May 19, 2025. Staging may occur prior to May 19, 2025. 2. From May 19, 2025, to July 1, 2025, Contractor cannot block hatchery road for more than 15 minutes per hour. 3. From July 1, 2025, to project completion, contractor must notify WDFW about any instances of road blockage that would prevent a Ford-450 from passing through the hatchery road for more than 1-hour during each instance. a. The contractor must provide written notice to WDFW at least 96 hours in advance of any road blockage lasting more than one hour. This includes blockages affecting bridge access to the Cascade pump house and the Hatchery Road that would prevent a Ford-450 truck from safely passing. 4. From August 1, 2025, to project completion, the Contractor must coordinate with the owner to ensure a continuous minimum flow of 1,200 gallons per minute (gpm) per pond to each of the two central rearing ponds. Contractor toprovide materials to pump continuous flows from the settling pond to the two central rearing ponds. The completed 36-inch cascade pipeline would be capable of achieving this 1,200-gpm flow requirement. Contractor must provide backup power in case primary power source goes out. Owner will be responsible for maintaining these systems outside of regular construction window. Contractor to provide pump plan submittal. After October 1, 2025, the minimum flow requirement increases to 2,000 gpm. Base bids greater than $150,000; Contractor shall provide separate Payment and Performance Bonds, each executed by Contractor and Contractor's Surety.
