Addenda will ONLY be posted on the Westmoreland County website. All Bidders are required to periodically visit the County's website for Addenda updates. It is ALL Bidders' responsibility to verify that they have received and reviewed all addenda posted on the County's website before submitting a bid. Bid Bond of the lowest bidders will be held until the contract is awarded and the successful bidder supplies performance bond and signs contract. All other bid bonds will be returned within fifteen days after opening. The Westmoreland County Commissioners reserve the right to reject any or all bids. The Commissioners also reserve the right to approve the sufficiency of any required surety. Notice is also hereby given that this project is regulated under Executive Order 11246, the aims of which are to promote and insure equal opportunity for all persons, without regard to race, color, religion, sex or national origin, for employment or seeking of employment with government contractors. "Failure of a contractor or applicant to comply with any provision of the regulation shall be grounds for imposition of any or all the sanctions by the Order." The minimum wage requirements as determined by the Pennsylvania Department of Labor and Industry shall apply to this project. PennDOT prequalification of bidders, including subcontractors for the proposed work is required on this project.
