State Street in Shelby, Michigan, as detailed in the attached specifications. Attached to this letter is a Request for Bid, Bid Form, Project Specifications/ Project Design, Sample Contract and additional materials to provide your firm with sufficient information to prepare and submit a bid for potential contract award. The Owner reserves the right to consider proposals or modifications received at any time before the award is made, if such action is in the best interest of the Owner. The Owner also reserves the right to reject any and all bids received as a result of this request, or to negotiate separately with any source whatsoever in any manner necessary to serve the best interests of the Owner.
