The Village of Shelby is requesting Bids for the replacement of lead service lines. The project includes the replacement of approximately 80 lead or galvanized water service lines previously connected to lead service lines on Pine St and N. Michigan Ave. Replacements will be performed from either the existing water main (full replacement) or from the curb stop (private side replacement) to a point 18 inches inside the home or to the nearest shutoff valve, whichever is shorter. Installations will include new corporation stop, curb stop and box, meter pit, pavement restoration, and surface restoration. All water service replacements shall use trenchless installation methods, with open-cut installation permitted only where existing utilities, subsurface conditions, or site constraints render trenchless methods infeasible. The anticipated depth of pipe is approximately 5 feet below grade but may be up to 7 feet. Instructions to bidders include: obtain bidding documents from the issuing office; submit bids using the provided Bid Form printed from electronic documents; bids must be accompanied by bid security in the amount of 5% of the maximum bid price; complete all required forms and submit with the bid; provide written evidence of qualifications within five days if requested; visit the site to examine conditions; comply with Davis-Bacon Federal Wage rates and relevant state and federal requirements; submit bids by the designated deadline and location; late or improperly submitted bids will be returned unopened. The owner reserves the right to reject any or all bids, waive informalities, and determine the award in their best interest." The Work will be substantially complete on or before May 28, 2027 ; Final completion-June 11, 2027. Question Deadline 03/31/2026 Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. Questions received less than seven days prior to the date for opening of Bids may not be answered.
