Site work, paving, remodeling and renovation of a mixed-use development in Oroville, California. Completed plans call for the remodel of a multi-residential development; for the renovation of a multi-residential development; for site work for a multi-residential development; for paving for a multi-residential development; sidewalk / parking lot; sidewalk / parking lot; sidewalk / parking lot; and sidewalk / parking lot.
The purpose of this RFP is for Respondents to submit materials establishing qualifications to provide the work, labor, materials and services necessary to complete OWNER Project programming, professional design, management and construction services for the project as proposed in entirety. This RFP is a single phase competitive process for the OWNER's selection of a DBE to complete programming, design and construction of the Project in two parts: Part 1 - Preconstruction Phase Services: Phase I, Preconstruction Period Services will be performed for a stipulated or fixed amount. This first phase is associated with the Work of the DBE prior to the preparation of construction documents, permitting and start of construction services. Part 1 - Preconstruction Phase Services: Phase I, Preconstruction Period Services includes, but is not necessarily limited to, 1) completing OWNER Project programming; 2) production of required schematic design documents to 20% to 30% as necessary for DBE to depict programming and provide schematic drawings (criteria documents) that meets OWNER approval and provides DBE sufficient design criteria to create a design-build "Cost Model" and provide a GMP cost breakdown for all remaining design and construction work; and 3) develop schedules, bid trade packages and cost models/estimates needed, etc. Part 2 - Design-Construct Phase Services: Phase 2, Design-Construct Period Services will be contingent upon the DBE providing an agreeable GMP, programming and schematics. The DBE will manage the Architectural/Engineering (A/E) as required to design to the "Cost Model" and provide "turnkey" construction and commissioning of the project. For this Project, OWNER is utilizing a Best Value, Guaranteed Maximum Not to Exceed Design-Build procurement method. OWNER intends to contract with a DBE to complete the programming and Construction Documents design; obtain all necessary permits/approvals for construction of the Project; and construct and commission the Project. The City of Oroville purchased the land with multiple existing buildings at 655 Cal Oak Drive to serve as a replacement to the current Corporation Yard utilized by the Public Works team at its current location 1275 Mitchell Ave. The Public Works team's current facilities are outdated and unsuitable for the daily functions needed to perform daily operations for the City of Oroville. The City of Oroville has purchased the approx. 4.78 acre parcel and the adjoining 1.23 acre parcel. The City plans to make site improvements to the two lots including: the renovation and remodel of an existing approximately 3,300sf residential style building to be used for office space to include the expansion of the overall footprint with an additional 1400sf. Remodeling and renovation of an existing 15,000sf warehouse building, and nominal site work to include fencing and access gates. The proposed improvements will create one cohesive facility that enables the city to expand in the future and develop out other existing buildings in the future to meet the needs of the Public Works division as the City of Oroville continues to grow and expand. As provided, the Corporation Yard Multi-Building Remodel and Site Work Project under this RFP provides a 4.78 acre developed parcel. The project under this RFP shall provide a renovation of an approximately 3300sf office style building with an additional footprint expansion of approximately 1,400sf. The renovation is to include multiple bathrooms, training areas, laundry service areas, meeting areas, as well as a central meeting area. An existing 15,000sf metal warehouse shall include renovations of existing bathroom structures, office spaces, the construction of partition walls and the installation of new roll-up doors for functionality. Nominal flatwork and sitework to be included in the project and ADA upgrades for all public facing areas. Other site improvements include approaches, fencing, landscaping, and concrete hardscaping. The above square footages are current estimates. See Attachment A for general conceptualized scope. OWNER's estimated projected cost for the Respondent's design and construction of the Project (Project Construction Costs) is $1.75million. The project is not subject to Division of State Architect ("DSA") review and will be permitted through the City of Oroville. Project is subject to Prevailing Wage.
