County anticipates the respondent selected for this work shall provide centralized, countywide janitorial services for leased office and medical facilities throughout Butte County. However, County will give due consideration to alternative approaches for conducting the requested janitorial services. The below criteria are anticipated to be included in the awarded contract from this solicitation and as such, all references to Contractor and Contract in this section 4) Scope of Services shall be considered one in the same as the Respondent and awarded Contract, respectively. A. General Provisions: The work covered in this contract consists of performing all operations in connection with the accomplishment of janitorial services in leased office and medical facilities throughout the county. Contractor shall furnish all labor, supplies, materials, equipment and supervision to perform services satisfactorily to County at the standards, frequencies and times as shown in the Janitorial Service Task List, uploaded as a separate document with this RFP as Attachment 1. B. Equipment & Facilities Inspection: County reserves the right to inspect and evaluate the suitability of all proposed equipment and respondent facilities to be used in the performance of the resultant contract(s) prior to making an award. C. Energy Conservation: Contractor shall instruct all employees performing work within the facility to utilize methods which will maximize energy conservation. This shall include turning on light fixtures only in the areas where work is in progress and turning off all lights when work is completed. D. Alarm System: Where applicable, Contractor shall be charged a minimum of $100.00 per call-out should Contractor, or Contractor's employees, while in the process of entering or leaving a facility, misuse the security alarm system. E. Coordination: Contractor shall maintain awareness of current meeting schedules, holidays and other work routines within the leased facilities and conduct the work in such a manner as to cause no interference with the execution of County business. F. Safety Program: Prior to commencement of any awarded contracts, Contractor shall submit to County a written safety program and Injury and Illness Protection Plan (IIPP). This program shall include at a minimum, detailed training procedures for the following: o Safe work habits o Safe use of cleaning chemicals (right-to-know) SDS Sheets o Safe use of cleaning equipment o Use of equipment, signs, barriers, or other devices to protect the building occupants or equipment o Proper handling of hazardous materials and biological waste (blood-borne pathogens) o Recognizing hazardous or other materials which are not allowed for use in this contract o Proper storage of cleaning chemicals at all times (properly labeled containers) G. Employee Training Program: All Contractor's employees shall be trained in the following areas prior to being assigned to work at any County facility: o Safety training as stated in written safety program and IIPP as stated above. o Hazardous materials and biological (blood-borne pathogens) training. o Contract specifications including cleaning requirements, the use of Green Seal certified cleaning products and other methods (micro-fiber cloths, etc.) to reduce the use of chemicals. This training will be performed at each leased office facility.
