The City of Galt (City) is soliciting this Request for Proposals (RFP) for construction management services for the City of Galt's Industrial Water Treatment Plant Test Well Conversion & Water Treatment Plant Expansion Project (Industrial WTP). The City intends to retain a qualified and committed professional Construction Management (CM) firm/team to be part of the City's implementation team. The successful CM firm shall manage and oversee the construction of the Industrial WTP Project. The selected consultant will work closely with the City and the City's consultants. The City uses a "Qualifications Based Selection" process in determining which Consultant to contract with. The process will include an evaluation and ranking of Consultants based on set evaluation criteria. Top ranking Consultants may be asked to participate in an oral interview and will be ranked again based on set evaluation criteria. The City will open and review the fee proposal of the top ranked consultant only. If for any reason an acceptable contract cannot be negotiated with the top ranked consultant, negotiations will commence with the next-ranked firm. In addition to the proposal a password protected (independent of proposal) cost estimate is required as described below. The consultant is to submit a detailed cost proposal for all services and materials anticipated in completing the project. The estimate must be prepared in advance and submitted with the proposal in a separate PDF so the City has a detailed cost analysis of the project to evaluate the reasonableness of the Consultant's cost proposal. Alejandra Ricci aricci@cityofgalt.org The project consists of converting a test well into a production well that the City built at the City's Industrial Water Treatment Plant in 2016. The test well consists of a 12.75 inch outside diameter mild steel and stainless steel well casing and well screen assembly to a depth of 1,630 feet. The project also includes required upgrades to the Water Treatment Plant to allow the expansion of the new well. Construction items include: o Construct topside wellhead improvements, including installation of a vertical turbine lineshaft deep well pump and motor, above and below ground discharge piping, pump to waste spool, connection to existing raw water line. o Add an additional arsenic removal treatment filter vessel, including filter internals and media, concrete foundation, and associated piping and appurtenances. o Add an additional turbidimeter, control, and enclosure for filter addition. o Modify the existing filtration system PLC program from operating two of six filter vessels, to three of six filter vessels. o Provide programming modifications to the existing PLC program and OIT screens to add new well pump controls. o Provide and install new VFD and RVSS Starter for the new well pump. o Provide electrical protective device studies and NETA testing as specified.
