Site work and paving for a mixed-use development in Richmond, Virginia. Completed plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; bridge / tunnel; bridge / tunnel; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The City of Richmond is accepting bids for the rehabilitation of the Martin Luther King Jr. (MLK) Bridge on Leigh Street over I-95, US Rte. 360 and CSX in the City of Richmond, VA, (UPC 107108) to provide general contracting services that include, but are not limited to furnishing all materials, supervision, and labor required to complete the rehabilitation plans as specified. The Martin Luther King Jr. Memorial Bridge also known as the Leigh Street Viaduct opened in 1976 to connect Church Hill and the East End to the city center and reduce congestion on Broad Street. The bridge spans 2151 feet from Leigh Street on the west side of Shockoe Valley to O and Mosby Streets on the east side of the valley. The bridge reaches 107 feet at its highest point and allows for vehicular and pedestrian traffic over I-95 and the CSXT railway. To maintain this crucial connection, the City of Richmond has developed plans to rehabilitate the bridge. The work includes splice plate strengthening with bolt replacement at isolated locations; zone coating areas of the bottom flange; repair of access hatches throughout the structure; installation of bird netting/mesh at expansion joint locations; manhole repair and waterproofing; replacement of joints (modular and preformed); structural steel repairs to stiffeners (bearing and intermediate); drain cleaning; access (under bridge) walkway repairs; and sealing of various deck penetrations The project must attain a minimum of 6% or more participation by Minority Business Enterprises, (MBE). If the participation is less than the 6% the GC shall provide supporting documentation as to the good faith efforts set forth in giving full consideration for DBE firms. The period of performance for the project shall be 600 consecutive calendar days from the Notice to Proceed The City of Richmond will make the award to the lowest responsive/responsible bidder. The Department of Procurement Services reserves the right to conduct any test it may deem advisable and to make all evaluations necessary. The City of Richmond also reserves the right to reject any or all bids/proposals, in whole or in part, to waive informalities and to delete items prior to making the award, whenever it is deemed in the sole opinion of the City of Richmond to be in its best interest. Zone Coating areas of the bottom flange with steel deterioration as a result of the presence of moisture Repair of access hatches throughout the structure. Installation of bird netting/mesh at expansion joint locations Manhole repair and waterproofing Structural steel repairs to stiffeners (Bearing and intermediate) Drain cleaning Access walkway repairs Sealing around fire hydrants The project will be performed at Rte. 33/Leigh Street over I-95, CSXT, Oliver Hill Way and 18th Street. The pricing is fixed per the special provisions. Unit rates are as follows: "Police Supervisor" @ $45; Police @ $42; Police Car @ $35; Police Hourly Rate Mark up @ $0.50. Question Deadline 03/14/2025 at 4:00 PM ET If any person contemplating submitting a bid for the proposed Work is in doubt as to the true meaning of any part of the proposed Contract Documents or discrepancies of any sort between existing conditions and proposed new Work, he must submit a written request for an interpretation through OpenGov. The person submitting the request shall be responsible for its prompt and actual delivery
