2025 Sewer Manhole Rehabilitation Project The work of this project consists of obtaining all materials and completing all work related to the inspection, repair, and improvement of as much as 12 manholes and 28 laterals. It includes precleaning, inspection, written report, and rehabilitation of manholes, replacement of manhole frames and covers with bolt down watertight manhole frames and covers, manhole curtain grouting, replacement of precast manhole elements, replacement of manholes (if needed), and other appurtenant items needed for the work complete in place. Work will also include the addition of cleanouts to sewer laterals, installation of cleanout access covers, and (if needed) open cut replacement of other sewer pipe. Any mat placement, bypass pumping, traffic control, and other temporary measures needed to complete the work will also be provided. The estimated cost of the total project is in excess of Twenty-Five Thousand Dollars ($25,000), so the project shall be subject to the Pennsylvania Prevailing Wage Act. The project falls under the commonwealth of Pennsylvania Act 127 enacted in 2012, known as the Public Works Verification act. All bidders are hereby notified that in regard to any contract pursuant to this advertisement, business will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination. Bidders should understand that materials provided for this project are subject to the requirements of the Pennsylvania Steel Products Procurement Act as amended April 8, 2013 and updated at the beginning of every calendar year. The time for completion of the work of this contract is 150 days from the issuance of the notice to proceed. The Owner hereby reserves the right to reject any and/or all proposals submitted. The Owner also reserves the right to waive any defects, errors, omissions, irregularities, or informalities in the proposals received. Scope of work i. The goal of the Sewer Manhole Rehabilitation and Sewer Pipe Rehabilitation projects is to correct defects identified during previous inspection and rehabilitation efforts by West Manchester Township or its contractors. ii. The projects are being bid with a request for unit pricing that will be used to increase or decrease the project scope as needed based on available Township funds. [It is of note that the scope has not been decreased in the past.] The Township and Dawood are aware of defects of less urgent impact that could be addressed at this time. Anticipated Schedule i. The anticipated contract duration for the Sewer Pipe Rehabilitation Project is 120 days. ii. The anticipated contract duration for the Sewer Manhole Rehabilitation Project is longer, at 150 days. The currently anticipated sequence of construction is as follows: 1. The Sewer Manhole Rehabilitation contractor will install cleanouts where needed. 2. The Sewer Pipe Rehabilitation contractor will inspect and line the required pipes. 3. The Sewer Manhole Rehabilitation contractor will repair and lined the required manholes.
