Alfred Avenue Roadway Improvements consists, but not limited to all labor, material and equipment necessary or required to complete all proposed improvements. The project generally entails milling of existing asphalt roadway, new asphalt roadway, curbing, ada compliant ramps, sidewalk, signage, striping and top soiling / hydro-seeding. If the bidder supplies their own Fed Ex shipping no., Sickels & Associates, Inc. will utilize that information for shipping. If Bidding Documents are to be mailed, please add an additional thirty-five dollars ($35.00). NO REFUND SHALL BE MADE FOR THE RETURN OF THESE DOCUMENTS. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the issuing office. Each Bidder must purchase the Bid Documents from the issuing office in order to submit a bid. Bids must be submitted on the bid forms provided within the documents in the manner designated therein. Bids must be enclosed in a sealed envelope bearing the bidder's name and address labeled "Alfred Avenue Roadway Improvements" and addressed to the "Borough of Glassboro, 1 South Main Street, Glassboro, New Jersey 08028, Glassboro, New Jersey 08070, Attention: Ms. Karen Cosgrove, Municipal Clerk. If forwarded by mail, the sealed envelopes containing the bid must be enclosed in another envelope addressed to the Borough of Glassboro. Bids must be accompanied by a Certificate of Surety from an acceptable surety and a bid security in the form of a certified check, cashier's check or bid bond payable to the Borough of Glassboro in the amount of ten percent (10%) of the total bid amount but not in excess of $20,000.00. The Contract, if awarded, will be to the lowest responsible bidder whose bid proposal conforms to the requirements set forth in the Bidding Documents. The Borough will award the Contract or reject the bids within sixty (60) municipal days after the date of the bid opening. Should there be any reason the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the Borough and the bidder. Bids must be accompanied by a Certificate of Surety from an acceptable surety and a bid security in the form of a certified check, cashier's check or bid bond payable to the Borough of Glassboro in the amount of ten percent (10%) of the total bid amount but not in excess of $20,000.00. All bidders are required to provide a copy of the contractors and subcontractors business registration certificate(s) issued by the Department of the Treasury in accordance with Section 1 of P.L. 2004, c.57 (C.52:32-44). The successful bidder must furnish a Performance Bond and Payment Bond, each in the amount equal to one hundred percent (100%) of the contract price. Said bonds must be in a form acceptable to the Borough of Glassboro and be issued by a surety authorized to do business in the State of New Jersey. The successful bidder must comply with Affirmative Action requirements pursuant to Public Law 1975 C. 127 (N.J.A.C. 17:27) as revised and amended to date, and must furnish an Initial Project Manning Report (AA201) upon execution of the Agreement. The Borough of Glassboro and the Engineer reserve the right to require a complete financial and experience statement from the prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the contract.
