Location: Beverly Temporary Bridge Construction, B-11-001, Bridge Street Over Bass River (Hall-Whitaker Drawbridge) District: 4 Project Type: Bridge - Construction A Proposal Guaranty in the amount of 5% of the value of the bid is required. MADOT: Temporary Bridge Construction, B-11-001, Bridge Street Over Bass River (Hall-Whitaker Drawbridge) All work under this Contract shall be done in conformance with the 2024 Standard Specifications for Highways and Bridges, the Supplemental Specifications contained in this book, the 2017 Construction Standard Details, the Traffic Management Plans and Detail Drawings, MassDOT Work Zone Safety Temporary Traffic Control, the 1990 Standard Drawings for Signs and Supports; the 2015 Overhead Signal Structure and Foundation Standard Drawings, the 2009 Manual on Uniform Traffic Control Devices (MUTCD) with Revisions 1, 2, and 3 and the November 2022 Massachusetts Amendments to the MUTCD; the 1968 Standard Drawings for Traffic Signals and Highway Lighting; The American Standard for Nursery Stock; the Plans and these Special Provisions. The work under this Contract consists of the construction of a fixed temporary bridge structure and associated roadway approaches located to the south of the existing Hall-Whitaker bridge. Following the opening of the temporary bridge, the work also includes the demolition of the existing Hall-Whitaker bridge over the Bass River in Beverly, Massachusetts. The project begins at Folger Avenue to the west and extends approximately 1,345' east to River Street. The existing Hall-Whitaker bridge was closed to vehicular traffic in June 2022 following an updated bridge inspection and rating and will remain closed to vehicular traffic throughout construction. The existing bridge is open to pedestrian and bicycle traffic. Contractor shall maintain existing bridge allowing for pedestrian and bicycle access until the temporary bridge is opened. The movable span of the existing bridge structure is currently operable for passage of larger water vessels. Upon commencement of the project in-water work, it is anticipated that the existing bridge movable span will remain in the closed/fixed position and only smaller vessels with clearance under the fixed structure shall pass. The Contractor shall manage his operations around boating activities to the greatest extent practicable. Activities that will not allow safe passage of water vessels and/or intermittently impede the navigational channel will require a minimum of 15-days advance notice and coordination with the U.S. Coast Guard (USCG), MassDOT District 4 Bridge Section, the local Harbormasters, and the Bass Haven Yacht Club. The Contractor shall prepare and submit a USCG "Bridge Work Notification - Inspections and Repairs" form to document the work methods, reduction in vertical or horizontal clearance, and impact on navigation. Extended navigational closures will not be permitted. Removal, relocation, and replacement of existing moorings, docks, and/or vessels located within the limits of work and which impede contractor access to the proposed temporary bridge construction, or existing bridge demolition, will require a minimum 90-days advance notice and coordination with the MassDOT District 4 Bridge Section, the local Harbormasters, and the Bass Haven Yacht Club. Work includes installation of a temporary prefabricated bridge structure, west approach span structure, east approach retaining wall structure, sheeting, pile installation, bridge demolition, earth excavation, drainage system modifications, full depth pavement, granite curb, temporary barriers to remain, attenuators, cement concrete sidewalk, HMA curb and sidewalk, driveways, traffic signal timing adjustments, utility relocations, lighting system installation, fencing, roadway signs and pavement markings, loam and seed and other incidental work. Staged overhead utility and pole relocation by National Grid is required. Maintenance and protection of third party and City-owned utilities is also required.
