Phone calls will not be accepted. No proposal may be withdrawn within one hundred twenty (120) calendar days after the date set for opening thereof. The right to accept any Proposal, to reject any or all proposals and to waive irregularities in bidding is reserved by the City of Livonia. Portions of this Contract may be deleted due to unforeseen circumstances without compensation. Acceptance of any Proposal does not constitute a binding agreement until a written Contract is signed by both parties.
