This project is being funded by FAST NY Project # 137589, which a grant from the Empire State Development. Prospective bidders must secure their bidding documents from Delta Engineers to be considered a plan holder/responsible bidder, even if bidding documents are obtained from a plan room. All official notifications, addenda, and other bidding documents will be offered only through Delta. Neither Owner nor Engineer will be responsible for bidding documents, including addenda, if any, obtained from sources other than Delta. Minority and Women-Owned Business Enterprises (MWBE) Participation Goals 1. There is a 30% MWBE & 6% SDVOB participation goal. The M/WBE breakout is 15% WBE and 15% MBE. 2. All qualified M/WBEs and SDVOBs are encouraged to submit proposals. Bidders will be required to comply with all applicable state and federal requirements as well as provide information and documentation as needed to comply with grant requirements. Contract is subject to review and approval from the State funding agency. Time of Completion - the successful bidder shall begin the Work on receipt of the Notice to Proceed, with an anticipated start work date of May 5, 2025, and shall complete the Work within the Contract Time. A defined work schedule will be coordinated with the successful bidder and include a final completion date of late October / early November of 2025 but no later than November 14, 2025. A certified check or cashier's check payable to the Herkimer County IDA or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid. The Successful Bidder shall be required to furnish and pay for satisfactory Performance and Labor and Material Payment Bonds, each in the amount at least equal to the Contract Amount as security for the faithful performance and payment of all Contractor's obligations under the Contract Documents.
