Purpose: This contract intends to remedy violations of the Chesapeake City Municipal Code and Virginia Property Maintenace Codes, through the removal of unlawful grass/weeds and debris from private property under City Code Section 62-2; and to secure against the public entry of structures deemed unsafe on private property by the City of Chesapeake Code Official under Virginia Property Maintenace Code 106, and remove defacement from structures on private property in violation under Virginia Maintenance Code 304.1 and City Code 46-131.1- 131.2. The Contractor shall provide the following services on an as needed bases: Grass/weeds cutting, debris removal, boarding up openings on vacant structures, removal of defacement (graffiti) on structures and securing fence around a pool. A. Contractor shall furnish all labor, tools, materials and equipment necessary to cut weeds and grass, remove debris and tires from various lots, to secure against entry structures designated for closure, secure/ install fencing around pool and removal of defacement on structures as assigned by the City of Chesapeake Code Compliance Division of the Department of Development and Permits. All grass, weeds and underbrush shall be cut to a height between 1-3 inches or as close to flush as possible in relation to the terrain. All debris and tires shall be promptly removed from the property and transported to a lawful disposal site (e.g., an approved landfill or transfer station). All building structures designated for closure shall be secured at all points of entrance using boarding sheet material meeting the following specifications from the code; 1/2-inch-thick wood structural panels complying with the International Building Code and shall be painted to correspond to the color of the existing structure. Boarding framing material shall consist of minimum nominal 2-inch by 4-inch solid sawn lumber complying with the International Building Code. Boarding fasteners shall be minimum 3/8inch diameter carriage bolts of such a length as required to penetrate the assembly and required to adequately attached the washers and nuts, Washers and nuts shall comply with the International Building Code. The boarding sheet material shall be cut to fit the door or window opening neatly or shall be cut to provide an equal overlap at the perimeter of the door or window. Some instances may require securing from the interior. These instances will be identified by the Code Compliance Division as a special instruction on the Notice to Proceed. Removal of defacement (graffiti) from the building/structure shall be limited to the following methods: (1) Washing off the structure/building in a manner that will not cause damages to the building/structure surface areas, or; (2) Covering with similar color of paint matching the structure where the defacement is noted. Paint shall be exterior grade paint and not cause damages to the building/structure surface areas. Pool/spa enclosure fencing replacement or installation shall be 4 foot tall, pressure treated solid wood panel fencing (no space between verticals) with horizontals located on the interior as required and in compliance with Section 305 of the Virginia Swimming Pool and Spa Code in addition to obtaining a permit when required. Fences shall be constructed/replaced to provide the proper barrier against public access to pool.
