The San Joaquin Delta Community College District ("District") is seeking well-qualified firms ("Applicants") to provide Architectural and Engineering services ("Services"), as further described in this RFQ and Attachments. The Contracts that may be awarded following this Request for Qualifications will be based upon, without limitation, the District's authority pursuant to: Government Code sections 4526 and 53060; Education Code sections 81644 and 81656; applicable District policies regarding professional service procurements; and other applicable law. The Contracted Firms may provide architectural and/or engineering Services which may involve multiple disciplines or single disciplines, including but not limited to architectural, structural, mechanical, plumbing, electrical, civil, fire protection, landscape architecture, LEED, interior design, and other related services as described in each future RFTOP. In response to a RFTOP, Contracted Firms may be required to provide some architectural and/or engineering services for any or all of the following: New construction, infrastructure construction, additions and renovation; Building and infrastructure renovation work; Development of Design-Bid-Build or Design-Build programming and/or project criteria documents and/or designs, for inclusion in Request for Proposal ("RFP") or Invitation to Bid ("IFB") packages; Fire Life Safety code studies; Interior space planning/design studies; Engineering and design site work, paving, landscaping, communications, fire protection, energy conservation systems, ADA compliance and utilities; Facility planning, including project programming documents; Development of requirements and project scope; Engineering evaluations, peer and constructability reviews of design documents; Preparation of unit guidance costs or parametric estimating; Development of and updates to master plans; Analysis of proposed sites for foundations, utilities, access and egress, constraints and identification of environmental constraints; Furniture Fixture and Equipment ("FFE") selection and collateral equipment lists; US Green Building Council LEED Checklists and Sustainable Design Reports and analysis; Development of building commissioning requirements; Project preliminary hazard analysis, obtaining permits and regulatory approvals; Construction Phase services including review of contactor submittals, response to contractor requests for information (RFIs), field consultation, attending project meetings, taking and distributing meeting minutes, field observations during construction, final inspection reports ("punch lists"); Warranty and project close out support information; Record document preparation; Coordination and submissions to Division of State Architect ("DSA") and other Authorities Having Jurisdiction ("AHJ") for project approval; Development of specifications, submittal registers, and other related project documentation; and Support services to include complete array of engineering support, including civil, structural, mechanical, fire and life safety, electrical, communications, audio visual, and other related services. The District reserves the right to reject any and all SOQs, to make multiple or "split" awards (if applicable), and to waive any irregularities in any SOQ.
