The City of Seattle, through its Department of Transportation (SDOT) solicits interest from qualified consulting firms with expertise in Bridge Design, Civil Engineering, Communication & Public Outreach, Drainage Design, Electrical Engineering, Environmental Assessment, Geotechnical Services, Land Survey, Landscape Architectural Services, Project Management, Structural Engineering, and Technical Writing with the intention of awarding the consultant(s) planning phase only, however if partnership funds are secured, there is an option to advance to 30% for one or any combination of the projects. Develop Type, Size, and Location (TS&L) reports. TS&L reports will support City efforts to evaluate and seek future funding partnerships for possible bridge replacement(s). The reports will consider design elements that will provide for safe and predictable travel for people walking, biking, and driving in cars as well as freight trucks to access jobs and essential services. This RFQ is for three separate TS&L projects. Qualified consultants may submit a Statement of Qualifications expressing interest in one or more of the following TS&L contracts: NE 45th St Viaduct Main Span Planning Study (24-048QP): est. $1.8M - $2M W Dravus St over Railroad Bridge Planning Study (24-049QP): est. $2.3M - $2.5M 1st Ave S over Argo Railroad Bridge Planning Study (24-050QP): est. $1.8M - $2M These negotiated hourly rate projects each have an anticipated project schedule of Q3 2025 through Q4 2028. If a consultant is awarded multiple contracts, the planning studies must be completed simultaneously by that consultant. Title VI Statement: The City of Seattle, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. All prospective consultants are advised that federally funded projects will be held to federal Equal Employment Opportunity (EEO) requirements. SDOT reserves the right to retain the services of the successful firm for any subsequent phases (30% design) associated with this project. The method of Contractor Selection has not been Determined at this time.
