The sites to be removed and graded are located within our marina area. This area is being repurposed to provide day-use access to the shoreline of Buggs Island Lake. All questions must be received via email by 3:00PM March 7, 2025. All questions must be in writing and will be answered in writing, by email or addendum. I. PURPOSE: The purpose of this is Invitation for Bid is to establish a contract with a qualified vendor to provide removal, discard and grading of a minimum of 18 unused campsites located along the marina loop road of Occoneechee State Park. The sites to be removed and graded are located within our marina area. This area is being repurposed to provide day-use access to the shoreline of Buggs Island Lake. II. SCOPE OF WORK/DESCRIPTION OF ITEMS (SPECIFICATIONS): A. General Requirements: 1. Attendance at the Mandatory Pre-bid Meeting is required for bidding. 2. It is the Contractor's responsibility to verify any information, measurements and obtain any clarifications prior to submitting a bid response. DCR is not liable for any errors or misinterpretations made by the Contractor in response to this solicitation. 3. Submit all required documents. a. Vendor Data Sheet b. Copy of applicable license/certification(s) c. Addendums (if any) 4. Work Dates and Time: The work must be scheduled no later than seven (7) calendar days after receipt of award purchase order. Completion of work must be completed within the scheduled timeframes. 5. All services shall be performed, unless mutually agreed upon by the Contractor and the Park Representative, during normal business hours, between the hours of 8:00 A.M. TO 4:00 P.M., Monday through Friday, except for State & Federal Holidays. Requests to work on Saturdays and Sundays shall be approved by the park contact prior to start date. 6. Crews will not be allowed to stay in the cabins while completing the work. However, reservations can be made independently by the contractor through the Virginia State Park reservation system. B. Scope of Work: 1. Removal: Remove all manmade materials within designated site; including but not limited to, railings, balusters, posts, wood timbers, stair treads, crushed stone, grills, picnic tables, etc. 2. Disposal: Properly dispose of all material removed. No on-site dumping will be tolerated. Vendor will be responsible for properly disposing of all scrap and demolished materials. 3. Grading: Sites will then be graded to meet future needs of the park. The amount of grading required will vary by site. Sufficient grading will be required to match the natural slope of the land. 4. The Contractor will clean up and remove scrap, tools, rags, rubbish, and other discarded materials from the site at the end of each workday. Area should be left free of any safety hazards, marked as a construction/work zone, and remain compliant with OSHA standards. 5. Upon completion of each site, the area should be cleared of any trash, scrap, rubbish, and discarded materials. Graded surfaces and surrounding areas should be clean and free of any lumber, trash, scrap, debris, or products resulting from work performed. 6. Contractor will be responsible to repair any damage which occurs during the removal, discard, or disposal process and from any negligence which occurs to buildings, structures, and state or personal properties. Contractor will correct all damages by cleaning, repairing or replacing, as acceptable to the park contact. C. Contractor Requirements: 1. The Contractor shall furnish all materials, labor, equipment, tools, and english-speaking supervisor necessary to complete all work listed while on site. 2. Contractor is responsible for maintaining all necessary insurance and licenses as required for the entire project and provide documentation before work can begin. All contractor personnel shall be fully qualified and trained. 3. Contractor shall be legally qualified and licensed by the Virginia Department of Professional and Occupational Regulation, Board for Contractors, to perform all work included in the scope of the contract. 4. Contractor shall maintain a Class B or higher contractor license as specified in the Special Terms and Conditions, F - Contractor Registration. 5. Contractor registration is required in accordance with Section 54.1-1103 of the Code of Virginia. 6. Contractor shall provide proper signage marking worksite per all Federal OSHA and state regulations to protect the public. Site shall remain marked until work is fully completed. 7. The Contractor shall ensure that all OSHA safety regulations are followed throughout the course of the project. The area shall be clearly marked with "work in progress signs" and/or caution tape. Proper signage usage when working in a public right-of-way or where the safety of the public must be maintained. 8. The Contractor shall maintain a clean work site continuously throughout the duration of the project. 9. The Contractor shall be responsible for removal and legal disposal of all debris as a result of this project. The Contractor shall be responsible for removing all discarded or unused material, trash, and debris off the park's premises. 10. No portion of this work shall be sublet to subcontractors without first securing written consent of the Department of Conservation and Recreation.
