Site work and paving for a water / sewer project in Topeka, Kansas. Conceptual plans call for site work for a water / sewer project; and for paving for a water / sewer project.

The City of Topeka (City) is requesting proposals for professional engineering services for Project No. 841098.05, "Shadywood West Neighborhood" (the Project). The services include providing engineering design and construction documents for the following items of work: asphalt mill and overlay; full-depth pavement replacement; and replacement of deteriorated curb and gutter, inlet tops, sidewalks and sidewalk ramps, as warranted. Coordination with the City Utilities Department will be required to investigate condition of existing utility assets and determine if any utility improvements or replacements are warranted and will be added to the project. II. BackgroundInformation The Shadywood West Neighborhood is located north of SW 37 th St. and west of SW Wanamaker Rd. and includesthe following streets: SW 34 th Ter., SW 36 th Ct., SW 36 th St., SW Alameda Dr., SW Brandywine Ct., SW Stonybrook Ct., and SW Stonybrook Dr. The project also includes SW 37 th St. from SW Wanamaker Rd. west to the City Limits, and the accessroad adjacent to SW37 th St. on the north side. See the exhibit below forthe project location and limits. Scope of Services This project will produce a set of drawings and project manual for a roadway improvement project. The project will be designed and constructed in accordance with the City of Topeka and Shawnee County Standard Technical Specifications. Basic Services provided may include, but are not limited to the following: 1. Meet with City staff at critical stages throughout design. 2. Perform field and topographic surveys. 3. Design roadway improvements including asphalt mill and overlay, full-depth pavement, curb and gutter, inlet tops, sidewalks, sidewalk ramps, pavement markings, signing, etc. as warranted. 4. Coordinate with the City Utilities Department to investigate existing utility condition and determine any needed improvements. 5. Work with the City's right-of-way agent to prepare legal descriptions and obtain needed right-of-way and/or temporary easements. 6. Develop and submit conceptual drawings (30% complete) with an estimate of probable construction costs (EPCC). 7. Develop and submit field-check drawings (60% complete) and an updated EPCC. 8. Facilitate two (2) public meetings: the first to be held after field check drawings are complete to introduce residents to the project and gather input/ the second to be held after the bid letting and prior to beginning construction. 9. Develop and submit office-check drawings and project manual (90% complete) and an updated EPCC. 10. Develop and submit final drawings, project manual, invitation to bid, bid form, and a final EPCC for the purpose of bidding the project. 11. Respond to questions from prospective bidders as necessary. 12. Prepare addenda as necessary. 13. Prepare a tabulation of bids and make a recommendation of award for construction. IV. Deliverables Final project drawings, project manual with technical specifications, and cost estimates will be completed by the end of 2025. Construction is anticipated to begin in spring 2026. The Engineering Division will administer the Project for the City. V. City Resources to Be Provided All information that the City has relating to the project will be made available to the selected firm. Proposal Format All information submitted becomes the property of the City of Topeka. Proposals received after the time indicated in this request will not be considered. Proposals are to be limited to a total of 10 (ten) pages (not counting front and back cover, cover letter, table of contents, and section dividers) using margins not smaller than 0.75" and font size not smaller than 10. The proposal should include the following: 1. Project understanding 2. Project approach 3. Company background 4. Similar experience 5. Project team 6. Proposed design schedule 7. Exhibit (limit 1 page; 8"x11.5" or 11"x17"; e.g. preliminary alignment for the Project, plan-profile sheet from a previous project, public relations flier from previous project) Selection Process The City will review all submittals and select the Firm that is deemed most qualified to begin the negotiation process for the scope of services and schedule of fees. If the City and the selected Firm cannot agree on scope and/or a schedule of fees, the City may terminate negotiations and proceed with selecting another Firm. Proposal evaluation scoring will be based primarily on the following considerations: 1. 20% Project Understanding 2. 20% Project Approach 3. 15% Company Background 4. 15% Similar Experience 5. 15% Project Team 6. 15% Proposed Design Schedule
