Any Changes, Additions and/or Deletions Resulting From This Pre-bid Conference Will Be Covered in an Addendum to the Contract Documents. The NEORSD reserves the right to reject any and all Bids, and to waive any informalities or irregularities in the Bids received. Bidders shall review the Instructions to Bidders and all other contract documents prior to submitting a bid for this project. The successful Bidder also must comply with prevailing wage rates. The Contract will be subject to the NEORSD policies and goals regarding the use of minority, women, and small business enterprises (MBE/WBE/SBE). These policies are contained in the Contract Specifications. The MBE/WBE/SBE goals for this Contract are 15% MBE/WBE and 5% SBE. Estimate of Probable Construction Cost for MCT-3 Shaft 13 Flow Drop is $2,000,000.00. For this Project, NEORSD will not award a contract for any bid in excess of twenty percent (20%) above the Estimate of Probable Construction Cost. SUMMARY A. The Work to be performed under this Contract shall consist of furnishing all tools, equipment, materials, supplies, and manufactured articles; furnishing all labor, transportation, and services, including fuel, power, water, and essential communications; and performing all work or other operations required for the fulfillment of the Contract in accordance with the Contract Documents. The Work shall be complete, and all work, materials, and services not expressly indicated or called for in the Contract Documents which may be necessary for the complete and proper construction of the Work in good faith shall be provided by the CONTRACTOR as though originally so indicated, at no increased cost to the OWNER. B. This project will divert wet weather flow off of the local sanitary sewer system serving the City of Maple Heights, which experience high amounts of inflow and infiltration. The wet weather flow will be diverted via a district diversion structure (MC-76) to the existing District MCT-3 Shaft 13. C. Work Covered by Contract Documents 1. Location: a. The MCT-3 Shaft 13 Flow Drop project site is located in the City of Maple Heights at the northeast city limit adjacent to the City of Garfield Heights, south west of the intersection of McCracken Road and Broadway Ave. All work will be confined to District Property on PPN 784-01-007. 2. Principal Features: a. The MCT-3 Shaft 13 Flow Drop work includes: 1) Construction of a diversion structure (MC-76) and baffle drop (MT15DR) and 70 LF of 42” diameter consolidation sewers. 2) Installation of 175 LF of 32” diameter drop pipe and plunge pool in existing Mill Creek Tunnel Shaft 13, and modifications to its top slab for access. D. Contract Documents – OWNER shall provide electronic copies of Contract Documents and Conformed-to-Contract drawings (native and pdf) and specifications. Printed copies will not be provided by the OWNER.
