The City of Modesto (City) is soliciting Request for Qualifications (RFQ) for Local Consultants for Civil Engineering Services for Various Capital Improvement Projects. The purpose of the project is to establish a local pre-qualified list of professional consultants for Civil Engineering Services for various capital improvement projects. The Utilities Department's current local pre-qualified list expires in April 2025. A selection committee will evaluate all submittals; however, the Request for Qualifications (RFQ) does not commit the City to award a subsequent Agreement for Consultant Services, to pay for any costs incurred in preparation or presentation of the Statements of Qualifications, or to procure a contract for services. Following the selection committee's evaluation of submittals, interviews may be conducted and your firm may be contacted to schedule an interview date. Afterwards, the City may select a consultant to proceed with this project. The selection considerations for evaluating the submitted documents are included in this Request for Qualifications (RFQ). This Request for Qualifications (RFQ) contains specific instructions and requirements for preparing and submitting a Statements of Qualifications. Due to scheduling, requests to meet with City staff to discuss this Request for Qualifications (RFQ) will not be considered. The City of Modesto is planning to undertake multiple capital improvement projects over the coming years. To support these efforts, the City is seeking civil engineering services from local firms with demonstrated expertise in civil engineering design. Engineering firms may be hired on an as-needed basis to assist with these projects. The City's Capital Improvement Projects include, but are not limited to the following: Pipelines Roadways Storm Drain & Sanitary Sewer Lift Stations Water Well Pump Stations Water Tanks Drainage Basins Buildings & Retrofits Wastewater Treatment Facilities Scope of Services The scope of services to be provided from the prequalified list of consulting civil engineers will generally include the preparation of plans, technical specifications, cost estimates, and the organization and facilitation of any public meetings and/or workshops. Typical tasks to be provided would include, but are not limited to: Coordination with various utilities and public agencies. Locating existing utilities and coordinating any necessary utility relocation. Identification of required easements, right-of-way and/or construction permits. Survey and/or Geotechnical Studies. Condition Assessment of existing City utilities and facilities, including but not limited to CCTV inspections, corrosion inspections, and water storage tank inspections. Preparation of Basis of Design Report (BDR) or Preliminary Design Reports (PDR) at 35% and Design submittals at 70%, 90% and Final. Project management and coordination of workshops with City staff. Peer review of City designed projects. Typically, civil engineering services may be required for topographic maps, demolition plans, grading design, utility improvements, site designs and/or engineering estimates. Drafting services may be required for projects where City staff need additional assistance to complete design and/or construction documents. All civil engineering work must be directed by and under the direction of a Civil Engineer licensed in the State of California. All drafting work must be done in AutoCAD with a minimum 2018 version. Submittal Requirements It is the policy of the City of Modesto (when not prohibited by the funding source) that, all other factors being equal, local firms whose qualifications are satisfactory and who have sufficient experience and capabilities for providing the necessary professional services shall normally be given priority in being considered for employment by the City. The location of any sub-consultant firms proposed by the consultant will also be considered when applying this policy. For the purpose of clarity for this RFQ, "local consultants" shall mean consultants who have maintained offices with full-time staff within Stanislaus County for at least 12 months prior to the deadline for submitting the proposal. For firms where this criterion is in question, the consultant shall supply a signed statement verifying the name of the full-time staff and the length of time that they have occupied the local office as their primary place of business. Please include the signed statement, along with the five (5) copies of your Statement of Qualifications as outlined in the RFQ. Any requests for clarifications, corrections or modifications of this Request for Qualifications (RFQ) shall be submitted through the Question & Answer section of this Request for Qualifications (RFQ) on the City's OpenGov Procurement portal: website 4:00 pm on Friday, March 7, 2025. Responses from the City will be communicated in writing to all recipients of this RFQ by March 14, 2025 to all approved questions posted publicly and as an addendum, if needed. The City of Modesto reserves the right to reject any Statements of Qualifications that contains unauthorized conditions or exceptions.
