Introduction The City of Marble Falls is soliciting Statements of Qualifications (SOQ) from professionally qualified planning, design consultants, and/or similar professionals to provide comprehensive planning and design services for updating the Marble Falls Parks, Recreation, and Open Space Master Plan for the period 2026-2036. Project Overview The selected firm will work in collaboration with the City of Marble Falls Parks and Recreation Department to update the Parks, Recreation, and Open Space Master Plan. The updated plan will guide the city in the strategic development, enhancement, and maintenance of parks, recreational facilities, trails, open spaces, and programming over the next decade. Scope of Work The City of Marble Falls seeks qualified consultants to provide comprehensive planning services for the Parks, Recreation, and Open Space Master Plan Update 2026-2036. The consultant will be responsible for developing a strategic plan that addresses current and future needs, with two add alternates: 1) a Trails Master Plan, and 2) a Recreation Waterway Project Feasibility Study. Base Deliverables The selected consultant will be expected to deliver the following components: 1. Community Engagement and Input: Facilitate public meetings, focus groups, and workshops to gather input from residents, stakeholders, and city staff. Develop and implement surveys or online engagement tools to reach a broader audience. Synthesize community feedback to identify key priorities and needs. 2. Inventory and Assessment: Review the current inventory of parks, open spaces, recreational facilities, and programs. Evaluate current conditions, maintenance, usage patterns, and community access. Analyze available parkland and future development opportunities, ensuring alignment with the city's growth patterns and demographics. 3. Needs Analysis and Benchmarking: Conduct a thorough analysis of current and future park, recreation, and open space needs based on population growth, trends in recreational activities, and community desires. Benchmark Marble Falls' park system against similar cities and national standards. 4. Development of Strategic Goals and Recommendations: Establish clear, actionable goals and objectives that guide the future development, management, and sustainability of parks, open spaces, and recreational facilities. Provide recommendations for improvements, expansion, and new facility development. 5. Financial Planning: Develop cost estimates for future projects, improvements, and maintenance. Identify potential funding sources, including grants, partnerships, and revenue-generating opportunities. 6. Implementation Strategy: Provide a phased implementation plan prioritizing projects based on community need, available resources, and alignment with citywide goals. Develop a timeline with milestones for project completion over the 10-year plan horizon. Additive Alternates 1. Trails Master Plan: Conduct a comprehensive assessment of existing trails, trailheads, and connections within the city. Identify opportunities for expanding the city's trail network, improving access and connectivity between parks, neighborhoods, and other key destinations. Provide recommendations for trail improvements, new trail development, wayfinding signage, and multimodal connections. 2. Recreation Waterway Project Feasibility Study: Assess the viability of developing recreational waterway opportunities as referenced in the previous Parks, Recreation, and Open Space Master Plan. Conduct environmental, technical, and financial feasibility analyses. Provide recommendations for moving forward with the project or alternatives if it is determined to be unviable. Reference Documents To provide additional background for potential respondents, the following documents are available for review: Marble Falls Comprehensive Plan: View Plan 2017 Parks, Recreation, and Open Space Master Plan: View Plan Capital Improvement Plan (CIP) (2023-2027): View CIP Final Plan The consultant will provide a comprehensive Parks, Recreation, and Open Space Master Plan document that includes: Executive Summary Inventory and Assessment Needs Analysis and Community Input Strategic Goals and Recommendations Trails Master Plan (if selected) Recreation Waterway Feasibility Study (if selected) Financial Plan and Implementation Strategy Supporting maps, graphics, and visual aids The plan will be designed to guide the City of Marble Falls through the next decade of park and recreation planning, ensuring that it meets the needs of a growing community while prioritizing sustainability and innovation. All clarifications must be submitted in writing on CivCast no later than 5 days prior to the submission deadline.
