**As of April 16, 2025, the project was awarded to Ritola Inc, with an awarded amount of $493,117.32.** Project Funding: This project is funded through the Private Lead Service Line Replacement Program via the Safe Drinking Water Loan Program with the Wisconsin Department of Natural Resources. Project Description: The work will generally consist of 92 water services over a timeframe of two years. The average length of service to be replaced is 46 feet. The majority of 2025 work is planned along Ellis Ave and Willis Ave Terminus. 2026 work will consist of locations along 13th Ave E and Prentice Ave. There will be ongoing road construction at each location; coordination will be key to successfully performing this work. Additional sites for LSL replacement will be scattered throughout the City of Ashland; see bid documents for more detail. Non-LSL related concrete sidewalk construction will also be required on Ellis Avenue in 2025. Bid Security and Insurance: No bid will be received or considered unless accompanied by bid security in an amount not less than five percent (5%) of the base bid amount. Bidders must also have insurance coverage meeting the requirements of the Contract Documents. Disadvantaged Business Enterprise (DBE): We encourage DBEs, including MBEs and WBEs, to submit bid proposals/apply for the purpose of being included on the municipality's list of prequalified plumbers for the Private Lead Service Line replacement program. Use of Buy America, Build America: This project contains Federal Funding that requires Contractors to meet federal requirements for all products and materials used on this project. The contract requires the use of Buy America, Build America (BABA) products (compliance with BABA is compliance with American Iron and Steel). The BABA Act requires recipients of federal infrastructure funding to use iron, steel, manufactured products, and construction materials that are produced in the United States. Contractor will be required to provide Owner documentation of the use of BABA products. Wage Rates: Contractors on the project shall be required to comply with the minimum wages and labor standards, and conditions of employment to be observed, as determined by the Federal Davis-Bacon wage rages, under the observed and minimum wage rates to be paid under contract. Equal Opportunity and Affirmative Action requirements apply to this Project subject to Federal guidelines. Bid Submittals and Rejection: Proposals shall not be withdrawn for a period of 30 days after the date of opening. The City of Ashland reserves the right to reject any and all bids, to waive irregularities and informalities herein, to reject any or all bids, and to award the Contract as deemed to be in the best interest of the City.
