Site work and paving for a mixed-use development in Ashland, Wisconsin. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

**As of April 16, 2025, the project was awarded to Jake's Excavating & Landscaping Inc., with an awarded amount of $1,259,128.06.** Deadline for questions is March 10, 2025 at 11:00 AM The purpose of this RFP is to solicit bids from responsive and responsible bidders to provide the scope of work in accordance with the specifications herein. Project Funding: This project is funded through the Local Roads Improvement Project (LRIP) through the Wisconsin Department of Transportation. Funding will also come from the Safe Drinking Water Loan Program (SDWLP) through the Wisconsin Department of Natural Resources. Project Description: The work will generally consist of reconstructing 5 blocks of historic Chapple Avenue, from 6th St W to 11th St W. It will include urban curb and gutter, street, sidewalk, driveways, water main and services, storm sewer, and restoration. Additionally, one block of 9th St W between MacArthur Ave and Chapple Ave requires storm sewer and a reconstructed manhole. 20 private lead service lines will be replaced on Chapple Ave. Bid Security and Insurance: No bid will be received or considered unless accompanied by bid security in an amount not less than five percent (5%) of the base bid amount. Bidders must also have insurance coverage meeting the requirements of the Contract Documents. Disadvantaged Business Enterprise (DBE): We encourage DBEs, including MBEs and WBEs, to submit bid proposals/apply. The solicitation of subcontractors must evidence a good faith effort to obtain bids from MBEs, DBEs and WBEs, such efforts to be documented. Domestic Preference: This project is subject to the American Iron and Steel (AIS) requirements instituted by Section 746 of title VII of the Consolidated Appropriations Act of 2017. Absent an approved waiver, all iron and steel used in this project must be produced in the United States. Lead service lateral replacements will be subject to Build America Buy America (BABA) requirements. The BABA Act requires recipients of federal infrastructure funding to use iron, steel, manufactured products, and construction materials that are produced in the United States. Contractor will be required to provide Owner documentation of the use of AIS and BABA products. Wage Rates: Contractors on the project shall be required to comply with the minimum wages and labor standards, and conditions of employment to be observed, as determined by the Federal Davis-Bacon wage rages, under the observed and minimum wage rates to be paid under contract. Equal Opportunity and Affirmative Action requirements apply to this Project subject to Federal guidelines. Bid Submittals and Rejection: Proposals shall not be withdrawn for a period of 30 days after the date of opening. The City of Ashland reserves the right to reject any and all bids, to waive irregularities and informalities herein, to reject any or all bids, and to award the Contract as deemed to be in the best interest of the City.
