Project No: 17075.M00, 19-96, 18063, 19068, 19031.M00 Santa Monica-Malibu Unified School District has issued a Request for Qualifications & Proposals (RFQ/P) #25.23.MM for Design-Build Services for the referenced projects. please email Sheere Bishop-Griego directly at smbishop@smmusd.org for further assistance. General Services. The District invites qualified Firms to submit a Response setting forth their ability to provide the Services, as more fully indicated herein. Firms must have extensive experience with the Office of Public School Construction ("OPSC"), the California Building Standards Code, Title 24 of the California Code of Regulations, and the Division of the State Architect ("DSA"). Firms must have extensive experience: in the design and construction of public school facilities or - at minimum - public entities; working with public school district representatives and other school facility related consultants; establishing project scope, project budgets; and bidding procedures under both the Public Contract Code's formal bidding process and under alternative construction delivery methods (e.g., design-build, etc.). Firm's Statutory Requirements. The District currently intends on procuring the Project under Education Code section 17250.60 et seq. (the "Alternative Design-Build Statute"). An eligible Firm under the Alternative Design-Build Statute means a corporation, limited liability company, partnership, joint venture, or other legal entity that is able to provide appropriately licensed contracting, architectural, and engineering services as needed pursuant to an alternative design build contract. Nothing in this RFQ/P is intended, nor should it be interpreted as contravening the provisions of the Education Code. The Firm shall be fully knowledgeable of, and shall comply with, the provisions of Education Code section 17250.60 et seq., and shall be fully capable of providing the services required of a Firm as defined therein. Project Scope & Phasing. The selected Firm will enter into one (1) Contract with the District which sets forth the selected Firm's contractual obligations while performing Services on the Project. The Contract includes: 1.3.1. 1.3.2. 1.3.3. Phases. The Contract will cover two (2) phases of work ("Phase(s)"). The first Phase shall consist of design services ("Design Phase"), including preconstruction services. The second Phase shall consist of construction services ("Construction Phase"). Sub-phases are as indicated in Attachment 1. 1.5.1.2. The District may issue Notices to Proceed for each Phase. The District reserves the right to have more Phases or less Phases than those stated above. Indemnity. Pursuant to Public Contract Code section 20103.6, the Contract with the Firm includes language requiring the Firm to indemnify the District to the furthest extent permitted by California law. Bonds & Insurance. Pursuant to the Contract, the Firm shall be required to obtain: 1.3.3.1. A payment bond and performance bond to cover the contract amount for non design services; and 1.3.3.2. Errors and omissions insurance coverage sufficient to cover all design and architectural services provided in the Contract. Scope of Work. Selected Firm shall provide the design, construction, installation, equipment commissioning and start-up, DSA certification, and training for the District's operations and maintenance teams, for a turnkey solar PV microgrid, battery storage system, and energy control center at Malibu High School. This is the primary project. The microgrid will be a ground-mount photovoltaic (PV) solar array system with battery storage and energy control center. An approximately 534 kW PV system with antireflective coating will be installed on the sloping hillside to the south of the existing Lot D and the Main Sports Field and to the north/northwest of the Middle School Building E (see Figure A1 below). A 250kW/500 kWh or similar sized battery storage system will also be installed. The existing approximately 118 kW of PV located on the existing A/B Building will connect with the larger system, along with the anticipated new Malibu High School Building Phase 1 rooftop solar 237.6 kW and trellis 146.88 kW. Increased safety measures should also be implemented, such as using low voltage battery units, encased in a steel enclosure, and set apart from combustible materials. The battery storage system will have a fire rating in conformance with CBC and CFC standards and local fire codes. The structure will also have cooling systems to maintain cool temperatures within the unit. With all these taken into consideration, responding Firms should endeavor to provide the greatest net cost benefit to the District. Net Energy Metering (NEM) 2.0. Selected Firm will be responsible for all activities related to interconnection and metering through Southern California Edison (SCE). Selected Firm must also maintain SCE's NEM 2.0 rate, which is tentatively approved for the project pending submission for Permission to Operate (PTO) by April 14, 2026.
