Renovation of a medical facility in Oakland, Maryland. Completed plans call for the renovation of a medical facility.
The Board of County Commissioners of Garrett County, Maryland will accept sealed bids for the replacement of boiler for the Garrett County Health Center located at 1025 Memorial Drive in Oakland, Maryland. The 44,000 square foot building was constructed in 2001 and currently houses the Garrett County Health Department. The purpose of this project is to replace one of the existing (2) Hot Water boilers (1,288,649 BTUH / 38.5 BHP) with (2) high efficiency Condensing boilers totalling 1,450,000 BTU input. This project consists of removal of the existing boiler and replacement using 2 - 95% highly efficient commercial condensing boilers to allow for proper staging, using an outside air temperature reset schedule. The project includes all associated circulation pumps, valves, safety equipment, intake / exhaust piping and electrical needs. A header shall be installed to adapt the new boilers to the existing supply and return piping. The Automation programming will be done by others. One existing boiler shall remain operable providing a redundant heating source. Contract Completion: Deadline for completion of the Garrett County Health Center Boiler Replacement Project will be set for ninety (90) calendar days from the Notice to Proceed. Question Deadline - 03/13/2025 at 2:00 PM E - Questions regarding the bid should be emailed to tbutler@garrettcountymd.gov. Any information relative to interpretation of the General Bid Conditions, specifications and drawings shall be directed to the Garrett County Purchasing Division. Questions asked after this time will not be answered. Any interpretation made to prospective Bidders, will be issued in the form of a written addendum to the specifications, which, if issued, will be sent to all prospective Bidders. Verbal explanations or instructions given by a Garrett County employee to an Offeror in regards to a solicitation will not be binding on the County. Inquiries may be made by calling (301) 334-5003 or by emailing tbutler@garrettcountymd.gov. The Performance Bond shall be in the amount of one hundred percent (100%) of the Contract price covering faithful performance of the Contract; and the Labor and Materials Payment Bond shall be in the amount of one hundred percent (100%) of the Contract price as security for payment of all persons performing Labor and furnishing materials in connection therewith. When required on the Bid cover sheet, each Bid shall be accompanied by a Bid bond signed by a surety company licensed to do business in the State of Maryland, or by cashier's check, certified check or Treasurer's check drawn on a responsible bank doing business in the United States in the amount of five percent (5%) of the total Bid and shall be made payable to the Board of Garrett County Commissioners. When computing the amount of the Bid for Certified Check purposes, do not deduct for trade-ins. U.S. Postal Money Orders are acceptable in lieu of certified checks. The Board of County Commissioners of Garrett County, Maryland reserves the right to accept or reject any or all bids, to cancel this invitation to bid and to waive technicalities in any part deemed to be in the best interest of Garrett County. The Performance Bond shall be in the amount of one hundred percent (100%) of the Contract price covering faithful performance of the Contract; and the Labor and Materials Payment Bond shall be in the amount of one hundred percent (100%) of the Contract price as security for payment of all persons performing Labor and furnishing materials in connection therewith. The County reserves the right to retain or destroy the samples submitted for the purpose of evaluation and will be free from any redress or claim on the part of the Bidder or Contractor if any samples are lost or destroyed. Bidders shall make all arrangements for delivery of samples to the place designated, as well as the removal of samples. Cost of delivery and removal of samples shall be borne by the Bidder.
