Request for Proposal Professional Engineering Services for the Design of the Chester Branch Rail Bridge Over Berkshire Valley Road in the Township of Roxbury The purpose of this project is to design a new rail bridge that eliminates the height restriction that the existing Chester Branch rail bridge No. 14C42.37 creates on Berkshire Valley Road (CR 642) to safely and efficiently accommodate large truck movements and prevent disruptions to rail freight operations. The rail bridge restricts overhead clearance on Berkshire Valley Road to 11’ 5” which limits the size of trucks that can travel on the road. This height restriction requires larger vehicles to divert to N. Dell Avenue when using Berkshire Valley Road to travel between I-80 and US-46. Despite advance warning signs and the posting of the vertical clearance on the bridge itself, there have been recurring crashes where a truck struck the bridge resulting in varying degrees of damage. On Tuesday, July 13, 2021, a tri-axle truck traveling northbound on Berkshire Valley Road struck the bridge resulting in significant damage. The extent of the damage forced the closure of the Chester Branch to rail traffic to two customers through Friday, July 23, and a partial closure of Berkshire Valley Road. Service to the three customers on the High Bridge Branch, which branches off the Chester Branch south of the bridge, was therefore also suspended. Proposals shall be delivered in two separate, sealed envelopes either in person, by delivery or mail at the hour designated, or previous thereto, to: Purchasing Agent Morris County Administration & Records Building, Purchasing Division, 5th Floor PO Box 900 10 Court Street Morristown, New Jersey, 07963 0900. No proposals shall be accepted after the designated time, and Morris County will not assume responsibility for proposals forwarded by mail or delivery service, nor any other conveyance. Respondents are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.3, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.3 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award. The vendor shall maintain all documentation related to products, transactions, or services under this contract for a period of five years from the date of final payment. Such records shall be made available to the New Jersey Office of the State Comptroller upon request. Cost plus fixed fee with the NJDOT overhead rates and procedures are to be used when preparing the Cost Proposal. No reference to Man-Hour breakdown for each Task may be included in the Technical Proposal. Cost Proposals shall be submitted in a sealed envelope and separate from the Technical Proposal. A bid review and provision of unit prices will be posted online once available. Bidders/Respondents are encouraged to MAIL in bids and responses. If they must be hand delivered, the County of Morris Purchasing Office is located on the 5th floor of the Administration and Records Building, 10 Court Street, Morristown, New Jersey. TABULATION SHEET: Available online within 1 week AFTER close of bid. Award of contract by the Board of County Commissioners will be made within 60 days of opening. The method of Contractor Selection has not been Determined at this time. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
