The Santa Barbara Community College District ("District") is seeking well-qualified firms ("Applicants") to provide Division of State Architect ("DSA") Special Inspections/ Laboratory of Record Services ("LOR Services"), as further described in this RFQP and Attachments, for the PHYSICAL EDUCATION REPLACEMENT PROJECT ("Project") located at the District's Cliff Campus ("Campus"). The Contract that may be awarded following this Request for Qualifications and Proposals process will be based upon, without limitation, the District's authority pursuant to: Government Code sections 4526 and 53060; Education Code sections 81644 and 81656; applicable District policies regarding professional service procurements; and other applicable law. The District intends to award one Professional Services Agreement "PSA"/"Contract") as a result of this RFQP process. The Term "Agreement" and "Contract" as used herein shall refer to all the Contract Documents that make up the PSA/Contract. The term "Project" as used in this RFQP means all structures, buildings, site work, landscaping, irrigation, on-site work, off-site work, or other improvements to real property of every kind and nature provided for or reasonably inferable from the Division of State Architect approved Construction Documents to provide a complete building and system(s) for its intended purpose funded in whole and/or in part with State Funds and Measure P bond funds. The District intends to evaluate and select that Applicant whose qualifications are determined to present the most experience, best qualifications, and to be the most beneficial and provide the best value to the District based on the terms and conditions stated in this RFQP. Following the conclusion of the District's evaluation and scoring of qualified Applicants' Qualifications and Proposals, the selected firm will be identified for award of the PSA/Contract The District intends to construct a Project that will consist of the scope of work as generally described below and is commonly known as and/or referred to as Physical Education Replacement DSA # 03-121161. There will be one contract awarded from this RFQP. The District will award separate contracts for Inspector of Record and Geotechnical (GE) Inspection Services via separate solicitations. The firm selected to provide LOR Services will be overseen and managed by the Inspector of Record (IOR) for the Project. The Project involves the demolition and removal of the existing PE Building and the adjacent Campus Safety Building and construction of a new 77,000 square-foot, four (4)-story type IIA building with three (3) elevators to replace an existing 4-story building on the Campus. The main programmatic function of the building is to serve both Physical Education and Team Sports, including locker/shower and restroom spaces, equipment room with laundry, life fitness center, new Gymnasium space, bleachers and spectator spaces, concessions, dance studio, coach, faculty and departmental offices, meeting rooms, classrooms, support spaces, new landscape, hardscape, and landscape.
