The Town of West Springfield, through its Department of Public Works, is seeking bids from qualified contractors to replace the water and storm main on Belle Ave. Required for DCAMM contracts over $150,000, Highway Division contracts over $50,000. The Contractor (as the Bidder shall now be referenced) shall install 400 lineal feet of new eight inch (8) diameter ductile iron drinking water main, inclusive of 1 new eight inch (8) gate valve and one new fire hydrant (hydrant shall be supplied by DPW at 135 Piper Road). The water main and service lines will be installed at a minimum depth of five (5) feet. Work includes a connection to the existing eight inch (8) and four inch (4) water mains in the driveway for 767 Main St, transferring over 16 services from the existing water main, replacement of up to 7 galvanized water service lines from curb stop to water meter, removal and disposal of the existing fire hydrant, installation of a new fire hydrant, and a 3 depth temporary pavement patch. The outside diameter for the existing pipe is not known. A test pit will be required to determine the outside diameter of the existing water main so that the contractor can purchase the proper materials. The test pit will be considered incidental work. Paving can be completed at the end of the project in one mobilization but the contractor must adequately maintain the exposed gravel trenches for smoothness and dust. Groundwater is not expected to be an issue based on DPWs experience. If dewatering is required it will be paid for on a time and materials basis. All Belle Ave properties have Town sanitary sewer and drinking water services. A temporary water main will be installed by the contractor and maintained until the new water main has been fully installed and all service lines have been transferred over. The temporary water main may be laid across the surface, except through vehicle crossings where it shall be buried in a shallow trench. The temporary water main must pass a pressure test, be disinfected and pass of two bacteria tests 24 hours apart before any service lines can be transferred to it. Transfer of the 16 water service lines to the new water main can begin after it a successful pressure test, disinfection and pass of two bacteria tests 24 hours apart. After this work is complete, the existing main can be capped and abandoned in place. The contractor will be responsible for the disposal of any abandoned utility infrastructure unearthed during construction, which will be considered incidental to the work. The Contractor will be required to provide a 24 hour written notice to the property owners prior to any disruption of water service. The contractor is required to follow special coordination requirements with the West Springfield Housing Authority for 757 Main St. This property houses individuals with special medical needs. A five day notice is required before any disruption of water service to the building. The facility requires frequent ambulance visits. Access to this property for an ambulance must be maintained for the entirety of the project. The Town will require restoration of service to 757 Main St withing two working days upon start of work affecting said service. Work also includes the replacement in kind of the Stormwater Drainage system on Belle Avenue. This work included the replacement of pipe, catch basins, and related appurtenances.
