Site work and paving for a civil project in Barre, Vermont. Completed plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; and water / sewer project.

The Town of Barre intends to issue a contract for the lining of an existing 48 inch corrugated metal culvert located on Bolster Road, approximately 1,700 feet from the Websterville Road intersection. The culvert crosses under Bolster Road with a total length of approximately 60 feet. The contractor shall provide all labor and materials necessary to clean and de-water the existing culvert, inspect the existing pipe, provide and install the 42 inch High Density Polyethylene Pipe (HDPE) liner pipe, install water stops and bulkhead, and install granular grout. Itshould become apparent that the culvert de-watering may require special measures since the culvert generally has a constant flow of water. The contractor may employ a subcontractor to provide the grouting operations. Grouting operations must be completed while temperatures are above freezing and must be completed by September 30, 2025. Other work must be completed no later than October 30, 2025. This project is part of the State-funded Agency of Transportation Bridge & Culvert Grant Program. The project shall be a lump sum bid with payment upon satisfactory completion and inspection of work. Firmsinterested in the contract mustsubmit a bid on the attached Bid Form. The Bid Form must be filled out completely. Use ink or typewriter. If you make a change, the person signing the form must initial the change. Questionsregarding these instructions and specifications must be directed to Town EngineerJosh Martineau. Questions must be submitted by Friday April 4, 2025 by email to the Town Engineer at Jmartineau@Barretown.org. There will not be a pre-bid meeting. Potential bidders should visit the road and familiarize themselves with conditions. The Town of Barre Selectboard reservesthe right to reject any or all bids or waive any informalities when they deem it to be in the best interest of the Town. An award of contract, if one is made, is expected to be made by the Selectboard at their regularly scheduled meeting on April 15, 2025. However, the bids must be valid for thirty (30) days from the date of opening. The window to complete the work assigned by the Town is April 21, 2025 to October 30, 2025. The Town of Barre will institute a penalty of $500/day for each day beyond the completion date stipulated for the contract. The contractor may request an extension for delays caused by an extraordinary amount of inclement weather. No extension requested after the completion date will be considered. Scheduling: The Contractor must coordinate culvert work with the Barre Town Public Works Department and theBarreTownEngineer at least 1 week prior to initiating any schedule of work. Commencing work without prior notice willresult in forfeiture of paymentforthat section of work. Location Of Work: The culvert to be lined is near 70 Bolster Road, 1,700 feet from the intersection with Websterville Rd. Insurance: The successful bidder mustsupply the Town with an insurance certificate indicating at least $1,000,000 coverage in worker's compensation, automobile liability, and general liability prior to commencement of work. Bidders may be asked to supply a list of references for similar projects. Warranty: The Contractor shall warranty materials and workmanship for a period of one (1) year from the date of completion. Defects and associated repairshall be reviewed with the Town prior to the remedial work. TheContractor orits Subcontractorshall complete all remedial work at no additional cost to the Town. Use of Sub-Contractors: All work shall be performed by the Contractorsubmitting the bid and to whom the purchase order isissued. Unlessthe bidder preidentifies a Sub-Contractor on the bid form as provided, and the Town approves use of the Sub-Contractor prior to or at the time of the Contract award. Contract and Payment: There will be no separate agreement, but the Town will issue a purchase order to the successful bidder. An invoice will be accepted after the work is completed. Payment will be made within thirty days. Incidental Work: The Contractor will be responsible for the flow control management. All plugs and flow controlstructures are to be furnished by the Contractor. Prior to proceeding with any flow control, the Contractor shall coordinate such work the Town Engineer's Office.Units, Billing, and Payment: The project shall be paid by lump sum method. The Town will pay no partial or progress payments. Payment shall be in accordance with total price as provided on Bid Form. The Town will have a representative on site during all work to ensure completeness and that techniques comply with the Specifications. The Lump Sum Price shall cover the cost of all labor, equipment, and materials except the pipe liner.Rehabilitate existing pipe or box culverts by sliplining with new pipe. Grout any voids between the host and insert pipe. Unless noted otherwise, provide an insert pipe of one of the following materials: High Density Polyethylene (HDPE) Pipe. Provide solid wall HDPE pipe and fittings meeting the requirements of ASTM F 714. Manufacture HDPE pipe and fittings from PE resin compounds, conforming to the requirements of cell class 345464C as defined and described in ASTM D 3350- 05, Provide mechanical end connectors, male and female. Provide pipe joints in compliance with ASTM D3212, Standard Specification for Joint Tightness. Grout. For slip-lining of pipe culverts, provide grout conforming to Vermont Agency of Transportation 2018 Standard Specifications Section 707.01 MORTAR Type I or Section 541 Controlled Density (Flowable) Fill . Clean existing culvert pipes or boxes. Remove all debris or obstructions that would prevent insertion of the new pipe. Splice or connect HDPE sections with fittings as indicated above. Make or assemble splices and connections outside of the host pipe to allow for inspection before inserting the lining pipe. Insert new pipe sections into the host pipe or box without damaging the liner pipe. Inserting Liner Pipe. Excavate suitable trenches for connecting and inserting pipe sections if the grade at the end of the host pipe is below the ground surface. Support assembled sections of pipe as necessary to insure integrity of the connections while making the connections and inserting the pipe. Do not interfere with the operation of any street, highway, railroad, or other facility and do not weaken any embankment or structure. Insert liner pipe in a manner that does not damage the liner or the host pipe or box culvert. Insure that the grade of the original host pipe or culvert is maintained. Stockpile pipe and fittings at staging areas arranged to cause minimal interference with pedestrians and located outside the clear zone for vehicular traffic. Avoid damaging the liner pipe when assembling and inserting. Pipe with deep cuts, scratches, or gouges shall be rejected or replaced at no expense to the Town. Pipe found to have developed an irregular shape that will not allow pipe joining or insertion without the use of outside forces to bring pipe to round shape, will be rejected and replaced at no expense to the Town. Grout all voids between the host pipe or box culvert and the liner pipe. Submit for approval a detailed grouting plan, including provisions for holding the liner pipe in position and maintaining the flowline, before starting grouting operations. Take corrective action if the insert pipe shifts or moves at no expense to the Town. Provide bulkheads at each open end of a pipe run. Pump grout or flowable fill from the one pipe end to completely fill the voids at a pressure low enough to fill the voids without distorting the liner pipe. Do not penetrate the host or liner pipe for grouting without prior approval. Provide an openended, high point tap or equivalent vent at the discharge bulkhead. The work performed and the materials furnished in accordance with this Item will be paid for as Lump Sum for the size specified. This price shall be full compensation for cleaning existing pipe; for furnishing, hauling, installing liner pipe and placing grout, all connections and for all labor, tools equipment, materials, clean-up and incidentals. Excavation, backfill, and trench protection will be incidental to the Culvert liner lump sum price.
