All bidders must include a Statement of Bidder's Qualifications with sealed Bids. Bidders who submit a bid must be a Plan Holder of record at the issuing office. Bids from Bidders not on the Plan Holders List may be returned as being not responsive. Each bid must be accompanied by a Bid Bond equal to at least 10% of the maximum bid as a guarantee that if the bid is accepted, the Contractor will, within 10 days of receipt of the Notice of Award, furnish the Owner with a Performance and Payment Bond equal to the Contract price.
