SCOPE OF WORK 2.1 Project Overview This project includes furnishing all labor, materials, equipment, and supervision for milling and paving of designated town streets and linear feetof milling. 2.2 Location - Asphalt VDOT Roads • Farmer St: From VA Ave. to Veterans Drive • Front St: From painted line in intersection to painted line at VirginiaAvenue red light • Second St: Entire road • East First St: Entire road • East Second St: Entire road 2.3 Location and Quantities - Full or Edge Milling VDOT Roads (linear Feet) • Farmer St: Price per linear feet for edge milling • Front St: Price per linear feet; complete milling • Second St: Price per linear feet: complete milling • East First St: Price per linear feet for edge milling • East Second St: Price per linear feet for edge milling SECTION 3: TECHNICAL SPECIFICATIONS 3.1 Surface Preparation 1. Clean all surfaces 2. Apply tack coat at 0.05 to 0.10 gallons per square yard 3. Allow tack coat to cure before paving 4. Town of Richlands will handle manholes and water valves 3.2 Milling Requirements 1. Front Street and Second Street: o Depth: 2 inches uniform o Full width or edge milling; provide separate pricing o Straight and uniform edges required o Mechanical sweeping required o Contractor retains milled materials 2. Milling Pattern: o Continuous operation o No gaps or missed areas o Match existing curb reveal 3.3 Asphalt Specifications 1. Material: SM-19.5A meeting VDOT specifications 2. Temperature: o Minimum air temperature: 40°F and rising o Mix temperature: 300-325°F at placement 3. Compaction: o 91-97% of theoretical maximum density o Rolling pattern established on first day 4. Thickness: 1.5 inches after compaction SECTION 4: GENERAL REQUIREMENTS 4.1 Working Hours • Monday through Friday: 7:00 AM to 7:00 PM • No work on holidays or weekends without prior approval 4.2 Traffic Control 1. Maintain two-way traffic during operations 2. Provide flaggers and signs per MUTCD 3. Submit traffic control plan before starting work 4. Maintain access to businesses and residences 4.3 Quality Control 1. Daily testing of o Mix temperature o Compaction o Thickness Town reserves right to third-party testing SECTION 5: BID REQUIREMENTS 5.1 Required Documents 1. Completed Bid Form 2. Bid Bond (5%) 3. Contractor’s License 4. Insurance Certificates 5. Project Schedule 6. Equipment List 7. References 5.2 Insurance Requirements 1. General Liability: $2,000,000 2. Auto Liability: $1,000,000 3. Workers Compensation: Statutory 4. Town named as additional insured SECTION 6: MEASUREMENT AND PAYMENT 6.1 Pay Items 1. Asphalt Surface Course (Ton) 2. Milling (Square Yard) 3. Adjusting Manholes (Each) 4. Adjusting Water Valves (Each) 6.2 Payment Terms • Monthly progress payments • 5% retainage • Net 30 days after approval • Final payment after acceptance SECTION 7: PROJECT TIMELINE 1. Bid Opening: March 28, 2025 2. Award: April 4, 2025 3. Notice to Proceed: April 7, 2025 4.
