The City of Anaheim Planning and Building Department is seeking Proposals for On-Call Professional Services for Environmental Review relating to the preparation of documents pursuant to the requirements of California Environmental Quality Act (CEQA). Located in Orange County, Anaheim is the 10th largest City in the State of California. We are home to 350,000 residents and multiple international destinations (including The Disneyland Resort(R), the Anaheim Convention Center, Angels Baseball, and Anaheim Ducks) drawing more than 23 million visitors each year.. The City of Anaheim (hereinafter referred to as "City") receives a large number of development proposals on a variety of scales, uses and environmental considerations. The Planning and Building Department typically reviews anywhere between 80 and 200+ development applications annually. The City invites qualified firms ("Proposers") to provide the Planning Services Division with On-Call Professional Services for Environmental Review related to the preparation of documents pursuant to the requirements of California Environmental Quality Act (CEQA) including the following (collectively referred to in this RFP as "Environmental Documents"): Environmental Impact Reports (EIR) Initial Studies/Mitigated Negative Declarations (IS/MND) Addenda to the above documents Checklists to support the use of a previously-certified EIR or previously-approved IS/MND Checklists to support a Class 32 Exemption or any Streamlining Exemptions permitted pursuant to Sections 15182-15183.3 of the CEQA Guidelines. Technical Studies in support of the above documents Health Risk Assessments and Noise Analysis of the surrounding environment's impact on a proposed project, not otherwise required by CEQA Peer Review of the above documents. Commencement of Work: July 1, 2025. The City of Anaheim reserves the right to waive any informality or irregularity in any proposal received if, in the City's judgment, the informality or irregularity is minor and does not affect the competitiveness or fairness of the solicitation process. Waivable informalities may include, but are not limited to: Minor clerical errors that do not impact the overall evaluation of the proposal. Failure to submit a document that is not required for responsiveness. Non-substantive deviations in format, pagination, or other presentational elements. Minor discrepancies in wording that do not alter the intent of the proposal. Other irregularities deemed immaterial by the City that do not provide an unfair advantage or disadvantage to any proposer. The method of Contractor Selection has not been Determined at this time.
