Milwaukee County Transit System (MCTS) seeks Bids for the manufacturing of new bus stop signs to replace those installed 20 years ago. Key outcomes include improved passenger safety and satisfaction, long-term cost savings through durable, low-maintenance materials, and compliance with current accessibility standards. The project seeks to modernize the transit experience, ensuring bus stops are easy to navigate, informative, and well-maintained for years to come. Bid Number: BID-2025-005-A-F MCTS intends to use the results of this process to award a 5-year fixed-price contract, and the option to extend for up to 5 additional 1-year terms. The resulting contract is anticipated to commence June 30th ,2025, and terminate on June 30th, 2030 Questions Due Date: May 30th 2025, 4:00 PM C MCTS seeks a Contractor to manufacture and provide bus stop signs to replace the current on-street signs while ensuring an ability to provide ongoing replacements. This bid encompasses the manufacturing and supply of an initial order of up to 3,700 signs in accordance with the specified requirements, along with estimated additional demand for future needs, totaling 5,000 signs. MCTS plans to procure an initial bulk order of finished signs and anticipates placing additional orders for sign inventory and reflective sheeting as needed throughout the duration of the contract. This contract includes procurement of future signs encompassing other sizes and shaped signs of similar construction under this contract. The Contractor will supply the necessary substrate, Type XI Sheeting, overlay(s) and printing. All materials must meet the specifications outlined in this bid and comply with applicable Federal, State, and Local ADA construction and traffic sign regulations. All material must be 3M(TM) Diamond Grade(TM) DG3 Reflective Sheeting Series 4000 with 3M(TM) Premium Protective and Overlay Film 1160i or approved Type SH (Full Cubed Prismatic Sheeting) product approved by State of Wisconsin DOT listed on "Approved Sign Sheeting Products Date Last Edited: FEBRUARY 2024." The awarded Contractor must deliver all be completed materials of the designated MCTS facility as specified in the bid. MCTS has set a milestone for July 2025, by which initial production of the bus signs is to be completed. MCTS will provide 45 days advance notice (lead time) for the order of these signs. The awarded Contractor shall: o meet in person with MCTS staff, as required to discuss summary of work prior to implementation; o complete initial sign order of a maximum of 45 Days from receipt of order; and o fill and deliver subsequent on demand orders within 7 Days; and o provide a pre-production sign sample each of five initial sizes. Specifications: o The selected Contractor will manufacture and deliver new bus stop signs. Final art files and designs will be provided by MTS upon contract award. MCTS will also provide a list of the quantity and description signs to the Contractor. o Initial signs shall be double-sided, reflective, multi-color, and UV protected. o Signs shall have UV-protected base sheeting, compatible with UV-protected decals. o All sheeting shall be 3M(TM) Diamond Grade(TM) DG3 Reflective Sheeting Series 4000 or approved WisDOT equivalent. Contractor will be able to certify the purchase and use of this material. o All signs will have an overlay 3M(TM) Premium Protective and Overlay Film 1160i or approved equivalent. Contractor will be able to certify the purchase and use of this material. o Base material, use aluminum alloy 5052-H38 complying with ASTM B209. Ensure sign blanks are free from laminations, blisters, slivers, open seams, pits from heavy rolled-in scale, ragged edges, holes, turned-down corners, or other defects that might affect their appearance or intended use. Use blanks conforming to the Aluminum Association, Inc., requirements for commercial flatness and uniformity of thickness. Perform shearing, cutting, and punching before coating and applying reflective or other surface material. Ensure that the sheared edges of sign blanks are straight and free from tears or raggedness. Round comers unless the plans show otherwise. Ensure punched or drilled holes are round; free from tears, raggedness, and distortion of the metal; and of the diameter and location the plans show. o All signs manufactured by the Contractor shall be free of buckles, warps, dents, cockles, burrs and any other defects. No air pockets or bubbles will exist between the sheeting and the base metal. o As part of Bid, Bidder must provide a performance warranty of a Minimum 10 years. If defects arise after installation, Contractors will be required to provide replacements under submitted warranty. o The initial project (up to 3,700) will have four basic sign styles, with versioning/variable content (route numbers, multiple route numbers, route names) on each individual sign. MCTS will provide artwork for each "base sign' accompanied by a spreadsheet containing with "variable content" (versioning). Spreadsheet will also contain a post-production 'packing' order to aid in sort, segregation and distribution of signs. An example spreadsheet is included within the Public Files section of the Bonfire Portal. o Please note that the awarded Contractor will be required to furnish a sample prototype to be sent for approval prior to Contract execution. Products suggested as equal must also be approved by MCTS, prior to Contract execution.
