CONSTRUCTION OF VARIABLE THICKNESS ASPHALTHIC CONCRETE PAVEMENT, PAVEMENT GRINDING, PLASTIC PAVEMENT MARKING, MANHOLE\INLET ADJUSTMENTS, CUC ADJUSTMENTS, ETC.; Located at: ST216250106 - Official Notice No. 11-1-2025 The "High Impact" asphalt paving project locations are as follows: South 5th Place - A Point South of West Plainfield Avenue to West Howard Avenue South 15th Place - West Oklahoma Avenue to point north of West Dakota Street South 21st Street - West Forest Home Avenue to West Grant Street South 22nd Street - West Carpenter Avenue to West Layton Avenue South 33rd Street - West Lakefield Drive to West Oklahoma Avenue West Arthur Avenue - South 13th Street to South 16th Street South Austin Street - East Armour Avenue to East Norwich Avenue West Becher Street - South Muskego Avenue to South 24th Street West Bruce Street - South 12th Street to West Reynolds Place West Euclid Avenue - South 39th Street to South 43rd Street West Halsey Avenue - South 18th Street to South 20th Street East Howard Avenue - East City Limits to South Clement Avenue South Linebarger Trail - South Kinnickinnic Avenue to East Iron Street South Logan Avenue - East Conway Street to East Lincoln Avenue West Pierce Street - South 16th Street to West Reynolds Street South Superior Street - East Russell Avenue to East Conway Street West Waterford Avenue - A Point 200' +/- East of South 5th Street to South 5th Place Time for Completion: All work on this contract shall be completed by November 26, 2025. Liquidated Damages, per diem: $1000.00/Day The residency requirement for this project is 40% of all hours worked on the project. One quarter of these hours must be attributable to residents living in the following zip codes: 53204, 53205, 53206, 53208, 53210, 53215, and 53233. The SBE requirement for this project is 15% of the contract base bid. The SBE Compliance Plan (Form A) must be submitted with the bid and is an element of bid responsiveness. SBE certificates must be submitted with the Form A. Incomplete SBE Compliance Plans (Form A) or inaccurate SBE Compliance Plans will not be accepted and will render the bid unresponsive. The apprenticeship requirements for this project are: N/A If this contract is awarded at $500,000 or higher, 25% of all apprentice labor hours must be worked by apprentices certified for participation in the Residents Preference Program and 40% of all apprentice labor hours must be attributed to apprentices living in the following zip codes: 53204, 53205, 53206, 53208, 53210, 53215, and 53233 The contractor shall specifically note the SBE, residency, and apprenticeship forms for this project. If the forms are not filled out properly, it will be cause for rejection of the bid. Bid Security Required: Bond, Certified Check, Cashier's Check or Cash to accompany bid: 10% of the Contractor's Base Bid. For those bids being submitted through Bid Express and using a manual Bond, the contractor may send a signed/executed copy of the bid bond to the Department of Public Works Contract Office by emailing DPWbids@milwaukee.gov. THE EMAILED COPY OF THE BOND MUST BE RECEIVED BY NO LATER THAN 10:30 A.M. ON THE SAME DATE THAT THE BIDS ARE DUE FOR THAT SPECIFIC OFFICIAL NOTICE, or the bid will be considered non-responsive. The original bid bond document must then be submitted by the contractor to the Department of Public Works Contract Office in-person or by mail to 841 N Broadway, Rm. 506, Milwaukee, WI 53202, within 24 hours upon being notified that they are the apparent low bidder. PAYMENT MONITORING REQUIREMENTS: All Contractors awarded a contract valued at $25,000.00 or more are required to participate in training on the City of Milwaukee's B2GNow contract compliance software within 30 days of the contract award date. Throughout the contract term, Contractors are required to regularly provide timely subcontractor payment information in the City's contract compliance software. Please contact the Office of Equity and Inclusion (OEI) at 414-286-5553 should you have any questions or concerns regarding the training or reporting process. PAYROLL MONITORING REQUIREMENTS: The Prime Contractor awarded this project is required to participate in training on the City of Milwaukee's Labor Compliance Reporting (LCR) Software after the date of contract award. Throughout the contract term, Contractors are required to regularly provide timely payroll information via the LCR app. Please contact the DPW Contracts Office at 414-286-3314 should you have any questions or concerns regarding the training or reporting process. Description Contractor will be allowed to adjust the existing chimney of the precast manhole that is within the proposed walk. Contractor must perform this work in accordance with the standard specifications, per Standard Specifications for Sewer & Water Construction in Wisconsin, as shown on the attached sketch, and as hereinafter specified.
