Currently, the district has $76.2 million in active construction projects, according to the report. It will break ground in 2026 on $135.5 million worth of additional projects. And the report said the district also has over $86.8 million in projects currently in the design phase. Active construction projects include a $52 million renovation of the John Muir High School pool and gym, $4.2 million in restroom and utility upgrades at five campuses, $15 million for emergency relocations across five campuses, $1.4 million in health and safety improvements at three school sites, and $3.6 million for the second phase of shade structure installations. The report said these projects were designed to address critical needs related to health, safety, athletics, and student dignity. Looking ahead, PUSD is preparing to break ground in 2026 on $135.5 million worth of additional projects. Major initiatives in this phase include the modernization of Madison Elementary School ($43 million) and Longfellow Elementary School ($46.5 million), as well as expanded scope upgrades for the Marshall Fundamental Athletic Field ($24 million) and Pasadena High School aquatics and restrooms ($22 million). In addition to active and upcoming construction, the district has over $86.8 million in projects currently in the design phase. These include the Don Benito multipurpose room ($6.8 million), the Eliot Middle School campus rebuild, the Franklin Elementary School rebuild ($15 million), the San Rafael Elementary School project ($35 million), the Webster Elementary School project ($30 million), and a staff housing project currently in the entitlement phase. These investments are aimed at replacing aging infrastructure, modernizing educational spaces, and providing essential staff housing. According to the report, PUSD is also building a digital foundation to support these physical improvements. Recent achievements include the awarding of contracts for inspection, geotechnical, and laboratory services, as well as the launch of a Digital Design Guide and district-wide campus surveys. Ongoing efforts include underground utility scans and the procurement of a digital archive of as-built construction documents. The district is developing a Living Digital Master Plan Platform, which will serve as a searchable, cloud-based record of PUSD’s physical infrastructure for years to come. Strategic planning is underway for future investments, with categories under active review for Measure R funding allocation. These include further campus modernizations, vehicle and transportation upgrades, technology refreshes, expanded staff housing, new furniture and equipment, athletic field resurfacing, and comprehensive energy efficiency upgrades such as solar installations, building controls, and HVAC system improvements. The district is also considering critical repairs to roofing and fire alarm systems, upgrades to utilities infrastructure, modernization of support facilities, auditorium improvements, and updates to early childhood education centers. ----------------------------- The Pasadena Unified School District (District) issues a Request for Qualifications and Proposals (RFQ/P) to invite contractors to perform preliminary (preconstruction) services and construction services for the District's Longfellow Elementary School Modernization Project pursuant to the lease-leaseback delivery method. (Ed. Code, 17406.) Any Contractor that may seek to contract with the District to perform construction services on this project must respond to this RFQ/P. The Projects construction cost is estimated to be between $35 million and $35.5 million The Longfellow Elementary School Modernization Project consists of two primary buildings-Buildings A and B. Building A, the main structure, houses the Administration Offices, Classrooms, Auditorium, and support spaces. It features a basement and two additional floors. Building B is a split-level facility that contains the school's central plant, which serves the entire campus, along with TK and Kindergarten classrooms, as well as staff and student restrooms. The modernization project encompasses extensive upgrades to both the interior and exterior of the campus facilities. Interior improvements include updated finishes in line with District Standards, new lighting and ceiling systems, and enhanced low voltage systems such as fire alarms, WiFi, clocks, and intercoms. The HVAC system will be entirely replaced, with units and piping relocated from the basement to the first floor of Building A and a second chiller added to the central plant. Existing staff and student restrooms will be modernized, new restroom facilities will be added, and the auditorium will undergo a full renovation. Additional enhancements involve the construction of a standalone kitchen building and the installation of a custom metal lunch shelter. Site improvements include upgraded courtyards with new paving, landscaping, retaining walls, ramps, and a larger playground. A new parking lot will feature solar PV carports, EV charging stations, and perimeter fencing. Finally, the entire site will receive ADA accessibility upgrades to ensure full compliance. Contractors that intend to submit a Response to the RFQ/P must: (1) prequalify with the District by submitting the District's Prequalification Questionnaire through online on or before April 24, 2025; hold (2) a Class B Contractors License that is current, valid, and in good standing with the California Contractor's State License Board, and (3) meet the minimum project requirements noted within the RFQ/P. Contractors that have prequalified within a year of the deadline for the submittal of Proposals set forth in the schedule in the RFQ/P do not need to submit the Prequalification Questionnaire. The successful contractor(s) shall be required to furnish a 100% Performance Bond and a 100% Payment Bond if awarded a contract for a Project(s). The successful contractor(s) and its subcontractors shall pay all workers on the Project(s) not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations, State of California, for the type of work performed and the locality in which the work is to be performed within the boundaries of the District, pursuant to sections 1770 et seq. of the California Labor Code. Prevailing wage rates are available from online. Contractors shall comply with the registration and qualification requirements pursuant to sections 1725.5 and 1771.1 of the California Labor Code. If the District issues addenda to this RFQ/P, contractors are solely responsible for and must acknowledge receipt of addenda in the contractor's Response. Failure to acknowledge and respond to any addenda issued by the District may, in the District's sole discretion, render the contractor's Response to be deemed non-responsive. The District, at its discretion, may award the Project, as further set forth in the RFQ/P. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Question Deadline 04/24/2025 at 3:00 PM PT Scope of Work The modernization efforts include: • Interior Upgrades: New finishes throughout both buildings, aligned with District Standards. • Lighting & Ceilings: Replacement of lighting fixtures and ceilings. • Low Voltage Systems: Upgrading fire alarm, clocks, WiFi, and intercom systems. • HVAC Improvements: Full replacement of HVAC systems, including relocating HVAC units and piping from the Building A basement to the first floor and adding a second chiller to the central plant. • Restroom Renovations: Modernization of existing staff and student restrooms and the addition of new restroom facilities. • Auditorium Upgrades: Comprehensive modernization of the Auditorium.
