Storm Siren Replacement Project In accordance with 2 CFR 200 and FEMA requirements, the contract shall be awarded to the responsible Respondent submitting the lowest responsive bid. The City shall evaluate the responses on the basis of all factors described herein. The City reserves the right to refuse and reject any or all responses .
