The proposed work involves furnishing the labor, materials, equipment and supplies necessary for the removal, hauling and disposal of lime waste from the City of Fairfield Water Treatment Plant located at 1011 N B Street, Fairfield, Iowa, to SEMCO Landfill located at 29997 Iowa Highway 78, Richland, Iowa 52585. Doc note - The Contract Documents maybe examined at the office of the City Engineer, at Fairfield City Hall. Copies of the contract documents are available from the City Engineer, Melanie Carlson, at 118 South Main, Fairfield, Iowa, 641-472-6193. A deposit of $50 shall be required for each paper set of Contract Documents. A refund of $50 shall be made upon returning the Contract Documents complete and in good usable condition within fourteen (14) calendar days after the award of the project. Deposit of the low bidder shall not be returned, but additional sets shall be made available at no cost. PDF copies of the Contract Documents are available without a deposit to those bidders with an email address capable of accepting 10 MB. Each Bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8. The bid security shall be 10% of the bid amount. The Bidder to whom the Contract is awarded shall be required to furnish a Performance and Payment Bond. The form of the bond shall be as provided in the Contract Documents. The bond shall be with an acceptable surety company, licensed in the State of Iowa, as surety in the amount of at least one hundred percent (100%) of the Contract price as security for the faithful performance of this Contract, and payment of all persons performing labor or furnishing materials or equipment in connection with this Contract. The bonds shall cover the completed facility against any failure due to faulty workmanship, materials, or equipment. The guarantee period shall remain in full force and effect until the work is accepted as final by the City Council. The work under the proposed Contract shall commence upon issuance of the written Notice to Proceed. The Proposed Lime Removal, Hauling and Disposal Service listed shall be fully completed on or before September 30, 2025. The Bidder agrees to pay as liquidated damages the sum of $500 for each consecutive calendar day after the specified completion date that the project is not fully completed. The City of Fairfield reserves the right to defer acceptance of any bid for a period of thirty (30) calendar days after receipt of bids and no bid may be withdrawn during this period. The Contract will be awarded to the lowest responsive, responsible bidder. The City of Fairfield does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the jurisdiction.
